DEPARTMENT OF DEFENSE DEPENDENT SCHOOL (DODDS) SITES AND OTHER
DEPARTMENT OF DEFENSE (DOD) INSTALLATIONS AT VARIOUS LOCATIONS IN
EUROPE (PRIMARILY IN ITALY AND SPAIN), NORTH AFRICA AND THE PERSIAN

Architectural/Engineering (Planning and Design) Services for DoDDS
sites and other DoD installations at various locations in Europe
(primarily in Italy and Spain), North Africa and the Persian Gulf. The
Government anticipates an award of an Indefinite Quantity Firm Fixed
Price type contract for a base year with four one year options,
not-to-exceed $10 million over the life of the contract. The minimum
guarantee is $50,000, which only applies to the base year. Mandatory
requirements include: Only U.S. firms or U.S. firms in joint venture
with host country firms are eligible for award, per Section III of the
General Provision on the annual U.S. MILCON Appropriations Bill. In
addition, U.S. firms must have a subcontractor or joint venture partner
in both Spain and Italy, and a U.S. registered fire protection
engineer. Work products are to be prepared in metric dimensions with
English and host nation translations; cost estimates are to be prepared
in US dollars and in host nation currency. General Scope:
Architectural/Engineering services for preparation planning and
engineering studies, design, construction support and ancillary studies
for DoDDS at various locations in Europe. Examples of services include:
Planning -- development of master plans and design guidelines,
development of project supporting documentation to include cost
estimates and economic analysis, engineering investigations and
analysis, development of program requirements, Design -- development of
full plans and specifications or design/build documents, for renovation
projects and new construction to including, topographic surveys,
geo-technical investigations and value engineering reviews, Studies --
facility evaluations, seismic evaluations, energy budgets, preparation
of operations and maintenance support information manuals, interior
design, communication/cabling plans, and, environmental testing and
evaluation, Construction support -- review of shop drawings, office and
field support, preparation of record drawings; and surveillance
inspection. Project examples include: Additions to existing buildings,
new construction, reconfiguration of existing classrooms, laboratories
and administrative areas, expansion of gymnasiums, modernization of
locker rooms; modernization of utility infrastructure; repair of
structural elements and roofs. Selection will be based on the following
criteria which are numbered in order of importance: (1) Recent (within
past 5 years) specialized experience of the firm and proposed
consultants in planning and design of new and renovation of existing
high schools and elementary schools and supporting facilities (i.e.
cafeterias, gymnasium, and auditoriums) in Europe, North Africa and/or
the Persian Gulf. (2) Professional qualifications of the staff
(in-house and/or consultants), with respect to the overall make up of
the planning/design team. The experience and roles of key personnel,
specifically on preparation of the four major categories: planning and
engineering studies, design, construction support and ancillary
studies within the context of this requirement. (3) Past performance
(with emphasis on similar efforts cited in criteria elements one and
two) with government agencies and/or private industry. Demonstrated
long-term government business relationships, repeat business on related
efforts and support. Proven quality control of products and performance
on cost control in terms of budget throughout the study/design effort.
(4) Knowledge of the locality and local construction materials,
practices, codes, laws and regulations and ability of the firm to
operate professionally and effectively in the study area to include
language proficiency. (5) Ability of the firm to accomplish the
contemplated work within a minimum reasonable time limit; as
demonstrated by the impact of this workload on the firm's permanent
staff and permanent staff of joint venture partners or subcontractors,
projected workload during the anticipated study period, the firm's
history of successfully completing projects in compliance with
performance schedules and providing timely submittals. Provide specific
experience and related time frame accomplishment of similar planning
and design efforts. If consultants are used address history of working
relationship. (6) The extent to which the firm has a sound quality
control program used to ensure technical accuracy and discipline
coordination of plans and specifications. All other factors being
equal, location of the firms and volume of work previously awarded by
the Department of Defense (DOD) as the prime contractor, during the
last 12 month period will be considered, with the objective of
affecting equitable distribution of contracts among qualified Planning,
Architectural and Engineering firms, and firms that have not had prior
DoD contracts. . Information in cover letters and other attachments
will not be considered in the evaluation process. In block 10 of the SF
255, discuss why the firm is especially qualified based on the
selection criteria and clearly indicate the primary office location
where the work will be performed and the qualifications of the
individuals anticipated to work on the contract and their geographical
location. A-E firms which meet the requirements described in this
announcement are invited to submit completed standard forms 254 and 255
to EFA MED, ATTN. CODE N2, PSC 810 BOX 51, FPO AE 09619-0051 by 3:00
