C -- A&E DESIGN SERVICES FOR A TMC/MEPS FACILITY SOL DAHA13-98-R-0003 DUE 051898 POC Contracting Officer: CW2 Mark L. Thompson, Ph: 515-252-4498 The Iowa National Guard wishes to select an A-E firm to design the Troop Medical Clinic/Military Entrance Processing Station (TMC/MEPS), located at Camp Dodge in Johnston, IA. A new facility is required to serve the missions of the Camp Dodge TMC/MEPS. The requested space will allow Iowa Army National Guard TMC personnel to adequately conduct physicals, dental examinations, treat sick call patients and perform emergency medical care in the event of an accident or injury at Camp Dodge. It will also allow Des Moines MEPS personnel adequate space to examine applicants' apptitude and physical qualifications for enlistment into the U.S. Armed Forces. A total facility requirement of 41,544 gross square feet is required to adequately accomodate these two units. The TMC will require 5,826 net square feet of this proposed facility, the MEPS will require 18,555 net ssquare feet of the proposed facility and the remaining 5,835 net square feet will be common user areas shared by both units in order to eliminate the need for redundant areas under the same roof. The following are the significant A-E selection Factors and their relative order of importance: 1) professional qualifications, 2) specialized experience and technical competence, 3) capacity to accomplish the work in the required time frame, 4) past performance, 5) location, 6) demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design and 7) volume of DOD work. The estimated start date for the A-E contract is 16 July 1998. This is not a request for proposal.
