Dyson, 301-713-0857 and Lawrence Frazier, 301-713-0851 The U.S. Dept. of Commerce/NOAA/Office of Global Programs, intends to negotiate on a sole source basis with Climate Risk Solutions, Inc., of Brookline, Massachusetts, under the authority of 41 U.S.C. 253(c)(1), to conduct Phase I which will assess the response of companies in two at-risk sectors (energy and agriculture) in California to the 1997-1998 ENSO (El Nino Southern Oscillation). This involves an investigation of companies' awareness, preparedness, current uses of climate information, and willingness to use the emerging net assessment climate forecasts. In addition, this study will investigate the effectiveness of the current government efforts to prepare the private sector for an ENSO event. Climate Risk Solutions is uniquely qualified due to its expertise in the study of industrial sensitivity to the climate and the nature of decision-making within large-scale commercial enterprises regarding adoption of the new technology of climate forecasting. This requirement will be awarded under Simplified Acquisition Procedures. The required period of performance is from the effective date of a purchase order award through August 30, 1998. The anticipated award date is April 28, 1998.
