This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. SOLICITATION NUMBER:
F64605-98-Q-0382. This solicitation is being issued as a request for
quotations (RFQ). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-04. Standard Industrial Classification Code: 3537. Small business
size standard: 750 employees. Quotations are solicited on an
unrestricted basis. STATEMENT OF AGENCY NEEDS: A forklift capable of
lifting and stacking 20' X 8' X 8.5' ISO containers, having a 48" load
center and weighing 50,000 lbs, two high using forks and container
fork pockets. It must also be capable of lifting and stacking these ISO
containers, having the same load center but weighing 44,000 lbs, two
high with a fixed 20' top handling adapter. The forklift's gross
vehicle weight shall not exceed 85,000 lbs when configured with the top
handling adapter, and its overall length, when measured from the tip of
the forks to the rear of the forklift, should not exceed 32'. The mast
must be removable, have cab-controlled hydraulic tilt, and be no
taller than 240" when fully lowered. The carriage must have
cab-controlled side shifting forks and independent fork positioners.
Forks must be 8' in length, not more than 4" thick or 11.25" wide, and
comply with ANSI B56.1 while maintaining a 55,000 lb rating @ 48" load
center. The engine must be diesel powered. Forward and rear driving
lights as well as stoplights are required. Cab must be fully enclosed
with an operator cooling fan, have removable doors, and be encased by
a protective frame. Front, top, and rear windows require wipers with
washers. PRICING SCHEDULE: This RFQ contains twelve contract line items
(CLINs). The requirement is for lease, with buy-out options, of two (2)
each Commercial Bottom Lift Forklifts, with top handling adapters. One
for use at Kadena AB, Japan, and one for use at Ramstein AB, Germany.
CLIN 0001, Delivery Charge to DDRW San Joaquin Site, RFC CONUS,
Central Receiving, Building 330, Lathrop, CA 95330-0130, for receipt
NLT 15 May 1998. Inspection and acceptance will take place at that
point, prior to transshipment by the government to Kadena AB, Japan.
The equipment must be packaged using standard commercial practices for
shipment to Kadena via ocean transport. CLIN 0002, Monthly Lease; CLIN
0002AA, Basic Lease Period of 15 May through 30 September 1998; CLIN
0002AB, Optional Lease Period of 1 October 1998 through 30 April 1999.
CLIN 0003, Purchase of fixed 20' top handling adapter, FOB Lathrop CA,
for delivery NLT 15 May 1998. CLIN 0004, On site set-up and operator
training at Kadena AB, Japan during the week of 1 through 5 June 1998.
CLIN 0005, Lease termination charges if buy-out option not exercised.
Air Force will return vehicleto contractor's CONUS plant. Lease
charges will continue until vehicle is received at the contractor's
plant. CLIN 0006, Purchase Option. Total purchase price and method of
lease payment credit application. The purchase option may be exercised
at the end of any lease period. CLIN 0007, Delivery Charge to the
government transshipment point at Bayonne, New Jersey for receipt NLT
1 August 1998. Inspection and acceptance will take place at that point
prior to transshipment by the government to Ramstein AB, Germany. The

shipment to Ramstein via ocean transport. CLIN 0008, Monthly Lease;
CLIN 0008AA, Basic Lease Period of 1 August through 30 September 1998;
CLIN 0008AB, Optional Lease Period of 1 October 1998 through 31 July
1999. CLIN 0009, Purchase of fixed 20' top handling adapter, FOB
Bayonne, NJ, for delivery NLT 1 August 1998. CLIN 0010, On site set-up
and operator training at Ramstein AB, Germany at or about the first
week of September 1988.CLIN 0011, Lease termination charges if buy-out
option not exercised. Air Force will return vehicle to contractor's
CONUS plant. Lease charges will continue until vehicle is received at
the contractor's plant. CLIN 0012, Purchase Option. Total purchase
price and method of lease payment credit application. The purchase

C9E. QUOTATIONS: Quoters must provide sufficient commercial product
literature to ensure adequate understanding of the quoted product, and
are encouraged to provide quotations on more than one vehicle which
meets the requirements specified. Each vehicle will be evaluated as a
separate quotation. Quotes must include prices for all CLINs. Multiple
prices may be provided for CLINs 0002 and 0008, which cover the basic
unit and any available options. Basis of award: A purchase order will
be issued based upon the quote determined to provide best value,
considering technical characteristics, price, and past performance. DUE
