synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposal are being requested and a written
solicitation will not be issued. The solicitation number is
N00164-98-R-0039 and is issued as a Request for Proposal (RFP). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-04. This requirement
is not reserved for small business. Other Than Full and Open
Competition will be used in accordance with FAR 6.302-1, see Numbered
Note 22. Negotiations shall be conducted with Insight Technology Inc,
3 Technology Drive, Londonderry, NH 03053. Items are DO rated. The
associated Standard Industrial Classification (SIC) code is 3812 and
the small business size standard is 750 employees. A firm-fixed price
indefinite delivery indefinite quantity supply typecontract is
anticipated for these items. The required items and quantities are as
follows: ITEM 0001 -- AN/PAQ-4C Laser Pointer with mounting brackets,
Insight Technology P/N AN/PAQ-4C with SL3 Kit, quantity of 1,507 each
minimum and 2,007 each maximum, description -- The AN/PAQ-4C is an
infrared Aiming Light that is attached to an individual served service
rifle. It is used in conjunction with Night Vision Devices (NVD) to
direct small arms weapon fire at night. The AN/PAQ-4C emits a narrow
beam of light that projects a dot of light on a target. This dot of
light indicated the impact point of small arms fire. The AN/PAQ-4C
shall be provided as a Marine Corps (SL3) kit that includes shipping
container, soft carrying pouch, remote cable with mounting hanger,
manual and Marine Corps M16A2 mounting bracket. ITEM 0002 -- Borelight
Accessory Devices with 3 Mandrel Set, Insight Technology P/N LBS-001,
quantity of 6,250 each minimum and 6,800 maximum, description -- The
laser borelight is used in conjunction with the AN/PAQ-4C to boresight
a weapon. The laser borelight is a class 3a laser device that projects
a narrow beam of visible light along the same path that a weapon
directs its fire. By determining the direction of fire, the operator
can align the AN/PAQ-4C's emitted light beam to the exact position that
the weapons is directed. The laser borelight enables the boresighting
of weapons during daylight, low light and darkness without discharging
the weapon. The borelight system shall include plastic shipping
container, operational manual and three mandrels that interface with
5.56mm, 7.62mm and .50 caliber weapons. ITEM 0003 -- AN/PAQ-4C Mounting
Brackets, Insight Technology P/N M203 M16A2, quantity of 14,000 each
minimum and 14,500 maximum, description -- The AN/PAQ-4C attaches to
the M16/A2 weapon by using a uniquely configured M203 mount. The
mounting bracket provides an interface for the AN/PAQ-4C to the M16A2
weapon with grenade launcher. These mounts are M203 mounting brackets.
NOTE: To obtain a copy of the Statement of Objectives (SOO) entitled
"Statement of Objectives for AN/PAQ-4C and Accessories" dated 2 March
1998, which is applicable to all items, contact Ms Mary T. Sturgis as
listed in number 11 above. Delivery for Item 0001 is to begin no later
than 90 days (3 months) from date of contract award with monthly
deliveries thereafter and is to be completed no later than 180 days (6
months) from contract award. Delivery for Item 0002 is to begin no
later than 150 days (5 months) from date of contract award with monthly
deliveries thereafter and is to be completed no later than 450 days (15
months) from contract award. Delivery for Item 0003 is to begin no
later than 90 days (3 months) from date of contract award with monthly
deliveries thereafter and is to be completed no later than 300 days
(10 months) from contract award. Delivery of Items 0001, 0002 and 0003
shall be FOB Destination to Defense Distribution Depot Albany,
Transportation Officer, Bldg. 1221 Bay 5 Door 2, Albany, GA 31704-1128,
ATTN: Ms. Judy Butt (912) 439-6613; except for the first five (5)
systems of each Item, which shall be FOB Destination to Receiving
Officer, NAVSURFWARCENDIV Crane, Bldg. 41SE, Code 1121A, 300 Highway
361, Crane, IN 47522-5000, ATTN: Jim Schantz, Bldg. 3291, Code 805.
Standard commercial warranty is required. The provision at FAR
52.212-1, Instructions to Offerors-Commercial Items (JUN 1997), applies
to this acquisition. Addendum to FAR 52.212-1 is as follows: Paragraph
(a) is modified as follows: (a) Standard Industrial Classification
(SIC) code and small business size standard. The SIC code and small
business size standard for this acquisition appear in Block 17 of this
synopsis/solicitation. However, the small business size standard for
a concern which submits an offer in its own name, but which proposes to
furnish an item which it did not itself manufacture, is 500 employees.
Paragraph (h) is hereby deleted. The provision FAR 52.212-2,
Evaluation-Commercial Items (OCT 1995), applies to this acquisition.
Addendum to FAR 52.212-2 is as follows: Paragraph (a) is modified as
follows: (a) The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered. The following factors shall be used to
evaluate offers: Past Performance and price. Paragraph (b) is hereby
deleted. Offerors are to include a completed copy of the provision FAR
52.212-3, Offeror Representations and Certifications Commercial Items
(JAN 1997) with your offer. The clause FAR 52.212-4, Contract Terms
and Conditions-Commercial Items (APR 1998) applies to this acquisition.
Addendum to FAR 52.212-4 is as follows: Paragraph (a) is modified as
follows: Inspection/Acceptance. Final inspection and acceptance shall
be at source by the cognizant DCMAO office with the exception of the
first five (5) systems which shall have initial inspection done at
source by the cognizant DCMAO with final inspection and acceptance done
at NAVSURFWARCENDIV Crane. The Government shall accept/reject supplies
to be provided hereunder within 45 days after receipt of supplies at
NAVSURFWARCENDIV Crane. Inspection of Item 0001 and 0003 shall be in
accordance with the First Article & Production Acceptance Test Plan for
Light, Aiming, Infrared AN/PAQ-4C, Revision B, dated 03 September 1996
of Contract DAAB07-96-C-J201. Inspection of Item 0002 shall be
conducted in accordance with a contractor prepared, Government approved
test plan to demonstrate compliance with all requirements of
performance specification dated 16 October 1997 entitled "PRF-Laser
Borelight, Performance Specification For Laser Borelight". The clause
FAR 52.212-5, Contract Terms and Conditions Required To Implement
Statutes Or Executive Orders-Commercial Items (APR 1998) applies to
this acquisition. Specific clauses within FAR 52.212-5 which apply are:
52.203-6, 52.219-8, 52.219-9, 52.222-26, 52.222-35, 52.222-36,
52.222-37and 52.225-3. The clause 52.242-15, Stop-Work Order (AUG 1989)
applies to this acquisition. The clause FAR 52.216-18, Ordering (OCT
1995) applies to this acquisition. Paragraph (a) is completed as
follows: Such orders may be issued from 1 day through 60 months from
the effective date of the contract. The clause FAR 52.216-19, Order
Limitations (OCT 1995) applies to this acquisition. Paragraph (a) is
completed as follows: Minimum Order -- $50.00. Paragraph (b) is
completed as follows: Maximum Order -- (1) Any order for a single item
in excess of 550 each, (2) any order for a combination of items in
excess of 1550 each, (3) A series of orders from the same ordering
office within 12 months that together call for quantities exceeding the
limitation in subparagraph (1) or (2) of this section. The clause FAR
52.216-22, Indefinite Quantity (OCT 1995) applies to this acquisition.
Paragraph (d) is completed as follows: after delivery of the last
delivery order issued under this contract. Offers are to be received at
NAVSURFWARCENDIV Crane, Bldg. 64 Bid Box, 300 Highway 361, Crane, IN
47522-5000 by 2:00 PM (Local time) on 25 April 1998. Reference
