The Social Security Administration (SSA) is attempting to identify responsible vendors that can provide and support software for application level analysis. SSA requires software that will capture, monitor, analyze, and automatically evaluate performance of client server application software at the application level. This software will be used to assess applications hosted on network (NT) workstations and NT servers and will be communicating across the token-ring network to Oracle database servers hosted on UNIX platforms. At a minimum, the software product must: (1) communicate with Oracle database servers hosted on UNIX platforms; (2) analyze network performance from the application layer providing the user with the end-user's view of the problem; (3) allow the user the ability to predict end-user response time as a function of background network utilization, network bandwidth, server placement and network topology for virtually any application in seconds; (4) allow the user to determine quickly if the performance problem can be corrected by adding bandwidth; (5) summarize all related packets to the thread level, eliminating the tedious process of analyzing individual packets at low levels of the protocol stack; (6) provide a visualization of complex traffic patterns allowing the user to quickly troubleshoot application bottlenecks; (7) help the user tune the network by assessing the network connectivity of a multi-tier application to identify the amount of bandwidth available to it; (8) calculate the network latency to any node on the network; (9) be Year 2000 compliant; (10) include full documentation and technical support; (11) capture application level communications between components in a token-ring network (components include NT workstations, NT servers and UNIX database servers; the token-ring network is enterprise-wide and employs source-route bridging and wide-area network links); (12) analyze the captured communication data, formatting it into the exchanges and volumes between the networked components; (13) analyze the captured Oracle SQL; (14) be executable on NT platforms; (15) be user-friendly; (16) be capable of capturing, analyzing, and reporting data within a single NT platform without requiring any user-developed code; and (17) import traces from an existing "Sniffer" format. Any responsible organization possessing the requisite expertise and resources are invited to submit information concerning their capabilities, experience, and other pertinent data (including GSA contract information) within 15 calendar days from the publication date of this notice. Any literature or information submitted as a response to this notice must contain enough information attesting to the capability of a product offered to meet SSA's requirement. Only written responses will be accepted (no FAXED responses nor e-mail responses). The Government does not intend to pay for any information provided.
