Warfare Center Training Systems Division (NAWCTSD), Program Directorate
Marine Corps Ground Programs, U.S. Army Simulation, Training and
Instrumentation Command (STRICOM), and Air Force Agency for Modeling
and Simulation (AFAMS), all of Orlando, FL, have comprehensive
modeling, simulation, instrumentation and training systems
responsibilities ranging from research and technology base development
through systems acquisition and life cycle support. The missions of
these organizations support a broad customer base including all
military services, DoD, and non-DoD organizations, and include MOUT-IS
ATD. This synopsis seeks the identification of potential Weapon and
Target Modeling projects covered by the NAWCTSD Broad Agency
Announcement BAA NAWCTSD 96-1, previously synopsized. The topics of
specific interest included under Part III (Research Interests) are
Topics 1-N (Individual and Small Infantry Training Systems) and 2-E
(Weapon Fire Simulation). NAWCTSD is actively seeking proposals for the
instrumentation of additional weapons, rotary wing aircraft and smart
targetry to be used in the Military Operations in Urban Terrain (MOUT)
environment located at Camp Lejeune, NC. The newly developed weapons
and targets must integrate with the existing instrumentation system.
The current system integrates Global Positioning System (GPS)
equipment, radios, computer hardware and software with Multiple
Integrated Laser Engagement System (MILES) equipment. All interested
parties are encouraged to contact the MOUT-IS ATD technical point of
contact (TPOC) to determine the extent of interest in a specific
research project before submitting a white paper. All white papers will
be reviewed; only parties submitting acceptable white papers will be
invited to submit a proposal. The recommended four-step sequence is:
telephone call, informal white paper, proposal, and contract award for
selected projects. This sequence allows earliest determination of the
potential for funding and avoids contractor and Government time spent
on efforts that may have little chance of being supported. The MOUT-IS

submit a proposal, proposals should be sent to NAWCTSD, Contracts

Orlando, FL 32826-3275. Proposals received by October 15, 1998 will
receive preference in being processed for evaluation. Please refer to
NAWCTSD BAA 96-1 for specific information on proposal preparation,
proposal evaluation, proposal forms, and other research interest areas.
BAA NAWCTSD 96-1 remains unchanged and parties that have already
received a copy need not request another. New requests for copies of
BAA NAWCTSD 96-1 must be in writing and faxed to the attention of
Robert H. Riddle at (407) 380-4495. No solicitation shall be released.
Contracts for selected proposals will be awarded no earlier than
October 1, 1998 and can be for a period not to exceed two years.
Anticipated funding for this initiative for FY99 and FY00 under the BAA
