U.S. Environmental Protection Agency (US EPA), National Health and
Environmental Effects Research Laboratory/Western Ecology Division
(NHEERL/WED), Corvallis, Oregon, is seeking qualified sources to
provide on-site physical, chemical, and biological scientific support
services at its Coastal Ecology Branch laboratory in Newport, Oregon.
The facility is located at 2111 S.E. Marine Science Drive, Newport, OR
97365. The contractor shall develop techniques for analyzing and
assessing contaminant exposure and effects on marine environments and
biological communities. The contractor shall provide diagnostic marine
ecotoxicology research, develop analytical tools and relevant data
useful for identifying environmental problems, diagnose causal
relationships, determine the extent and severity of problems, and
monitor to ensure correction of problems. Methods to be tested, field
sites, and test compounds will be selected during the contract period
by the EPA. The US EPA anticipates awarding a cost-plus-fixed-fee,
level of effort type contract with a base period of one year and one
15-month option period for a total contract performance period of 27
months. The base contract period will consist of 11,280 hours with an
option for up to an additional 7,520 optional hours. The option
contract period will consist of 14,100 hours with an option for up to
an additional 9,400 optional hours. This procurement is a follow-on to
68C40002 with DynCorp I&ET, Inc. This is a total small-business
set-aside. The SIC code is 8731 with a size standard of 500 employees.
The release date of this RFP is on or about May 1, 1998. Proposals
will be due approximately 30 days later. The RFP and any amendments
