INFORMATION: Architectural-Engineering (A-E) services for an Indefinite
Delivery/Indefinite Quantity Contract to provide geotechnical and
construction material analysis and design. The works will consist of
providing analysis and design involving services in support of
planning, design, construction and operation of civil works, military
programs, and support for others. The area involved in the work will
principally be the southeastern United States, Puerto Rico and the
Virgin Islands. Tasking under the contract could come from Mobile
District, Jacksonville District, Savannah District, Charleston District
and/or Wilmington District. This contract will consist of a base
ordering period and two option periods, each period not to exceed one
year, for a total of three years. The total of all task orders during
each ordering period may not exceed $1,000,000. Individual task orders
may not exceed $1,000,000. The total amount of this contract over the
three year ordering period may not exceed $3,000,000. This
announcement is open to all firms regardless of size. Large business
offerors must identify subcontracting opportunities with small business
and small disadvantage business on SF 255. If selected, the large
business offeror will be required to submit a small/small disadvantaged
& women owned subcontracting plan in accordance with FAR 52.219.9 and
DFARS 219.704/705 as a part of the request for proposal package. The
following subcontracting goals are the minimum acceptable goals to be
included in the subcontract plan. Of the subcontracted work 62% to
small business, 10% to small disadvantaged business (a composite of
small business ), 5% to women-owned business (a composite of small
business). Large business firms that intend to do any subcontracting
must convey their intent to meet the minimum subcontracting goals on
the SF 255, Block 6. Written justification must be provided if the
minimum goals cannot be provided. For additional information concerning

Contract Specialist at 912/652-5899. 2. PROJECT INFORMATION: The A-E
firm selected must have equipment and personnel capable of performance
of analyses to determine the properties of materials affecting
engineering behavior that must be analyzed or used to establish
construction control criteria, to determine whether certain properties
of a particular material are within specified limits, and to insure
compliance with contract specifications. The firm must have testing
capabilities for testing soils, aggregates, concrete, bituminous,
masonry, stone, rock and geosynthetics. The work will include, but not
be limited to design of concrete mixtures for structures and
pavements, soil-cement mixtures, bituminous mixtures for roadways and
airfields, and aggregate blends. The work could include investigation
and evaluation of potential earth borrow sources and quarries. **** 3.
SELECTION CRITERIA IN RELATIVE ORDER OF IMPORTANCE: See Note 24 for
general selection process. The selection criteria are listed below in
descending order of importance (first by major criterion and then by
each sub-criterion). Criteria A through E are primary. Criteria F
through H are secondary and will only be used as "tie-breakers" among
technically equal firms. A. Specialized experience: Firms must show
specialized experience in materials sampling, testing, evaluation and
design extensively throughout the southeastern United States including
Puerto Rico and the Virgin Islands. Firms must show experience for
both prime and/or sub-contract laboratories experience having met ASTM
E 329, ASTM D 3740 and ASTM C 1077 as evaluated in accordance with
ASTM E 548. firm must include a Quality Assurance and Management Plan
with the SF 255 submittal. B. Past Performance: Firm must demonstrate
its past performance in the accomplishment of similar work. Items to be
addressed are: "Past performance on DoD and other contracts with
respect to cost control, quality of work and compliance with
performance schedules." C. Capacity: Firm must demonstrate capacity to
handle fifteen (15) simultaneous task orders of varying type and
location and provide the following minimum staffing: 3 project
managers, 8 geotechnical/civil /structural engineers, 6 geologists, 20
field techs and 20 lab techs. D. Professional Qualifications: Firm
must have experienced personnel, including but not limited to,
professional engineers and geologists registered in the states of MS,
AL, FL, GA, SC, NC, TN, PR & V.I. ****. E. Knowledge of the locality as
it pertains to knowledge of geological features sampling and data
collection and testing in the southeastern states and PR and VI. ****
F. Degree of participation of SB (including WOSB), SDB, historically
black colleges and universities and minority institutions in the
proposed contract team, measured as a percentage of the total estimated
efforts. G. Location of team with respect to the project area. H.
Volume of DoD contract awards in the last 12 months as described in
Note 24. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission
requirements. Interested firms having the capability to perform this
work must submit ONE (1) copy of SF 255 (11/92 edition) for Prime and
ONE (1) copy of SF 254 for Prime and all consultants to the following
address: U.S. Army Engineer District, Savannah, ATTN: Linda Smulevitz
at CESAS-EN-S, 100 W. Oglethorpe, Savannah, GA 31401-3640, no later
than the close of business on the 30th day after the date of this
announcement. If the 30th day is a Saturday, Sunday or Federal Holiday,
the deadline is the close of business the next business day. No faxed
submittals will be accepted. Include the firm's ACASS number in the SF
