Adviser to Regulatory Body of the National Airport System in
Argentina." The U.S. Trade and Development Agency (TDA) invites
submission of Expressions of Interest from U.S. firms/individuals which
are qualified on the basis of experience and capability to serve as a
Resident Adviser to the Regulatory Body of the National Airport System
in Argentina. The Government of Argentina has awarded a 30-year
concession to exploit, operate, and administer 33 airports in the
"Group A" Airports of the National Airport System to a private entity,
Aeropuertos Argentina 2000 (formed of Societa per Azioni Esercizi
Aeroportuali-SEA, Corporaci=F3n Am=E9rica S.A., and the Ogden
Corporation). The Argentine Air Force will retain control of the
management and operation of flight safety, air traffic control,
communications, and meteorology. The existing airports to be
transferred are under the current control of several different agencies
including the Fuerza Aerea Argentina and provincial and municipal
jurisdictions. The Organismo Regulador del Sistema Nacional de
Aeropuertos (ORSNA) is the newly formed Argentine agency that will
oversee the privatization of the airports in Argentine and provide
oversight to the Concessionaire (Aeropuertos Argentina 2000). TDA has
offered to provide funding to the Argentine Government to enable ORSNA
to contract with a U.S. company/individual as a resident technical
adviser to work at their headquarters in Buenos Aires, Argentina. One
of the key tasks of the resident technical adviser will be to provide
technical assistance to ORSNA during the transfer of the three
principal airports to the private operator, which is expected to take
place within the next 60 days. TDA is seeking to determine the interest
and availability of qualified consultants to begin working in Argentina
as soon as early-to-mid May 1998. In order to advance the selection
process, while TDA finalizes its grant agreement with the Argentine
Government, TDA invites the submission of Expressions of Interest from
U.S. firms and/or individuals which are qualified on the basis of
experience and technical qualifications to provide in-house technical
consulting in the day-to-day management and documentation regarding the
transfer of airports to the Concessionaire. The terms of reference have
not been finalized. Two alternative scenarios are under consideration:
1) a team of two resident technical advisers to work in-house with
ORSNA, one adviser for a total of 26 weeks, who would be joined by a
second adviser during the first 8 weeks; or alternatively, 2) one
resident technical adviser to work in-house with ORSNA for 36 weeks
(with a possible extension of the assignment to 52 weeks). The
preliminary terms of reference for the resident technical adviser(s)
are as follows: 1. Collect documentation from other privatizations
and/or transfers from military to civilian control for airports. The
adviser shall review and become familiar with all Argentine Executive
Decrees relating to the airport privatization, ORSNA, and the
Concessionaire (bidding documents and contract). 2. Using collected
documentation, the adviser shall prepare a checklist of items that need
to be determined and/or documented for the transfer. The adviser shall
identify and document the logistics (how to) of the transfer. If
appropriate, include special provisions based on the current
ownership/management (i.e. municipal, provincial, and Fuerza Aerea
Argentina). 3. Initial efforts of the adviser will focus on assisting
ORSNA in preparing documentation for the transfer for the first three
(3) airports. Such documentation should include any inventories,
condition, and concerns expressed by the Concessionaire during the
transfer process. The adviser should refine the checklist after the
experience of the initial transfer of the first 3 airports to refine
the process for the transfer of the remaining airports. Note: ORSNA is
under obligation to transfer the first 3 airports around May or June,
1998. The adviser will assist ORSNA in prioritizing the immediate
requirements of the transfer of the first 3 airports. 4. Assist ORSNA
in developing and refining a process for the transfer of each airport
to the concessionaire. The existing airports to be transferred are
under the current control of several different agencies including the
Fuerza Aerea Argentina, provincial and municipal jurisdictions; thus,
the transfer process must be catered to these agencies. The adviser
should try to streamline the transfer process as much as possible to
develop consistency and procedures that can be methodically
implemented. The adviser should document the transfer process including
such areas as a) Overview of transfer process b)Activities prior to
transfer requirements c) Activities after transfer requirements 5. The
adviser shall develop "pro-forma" documents that can be used by the
existing airport operators/managers/staff to document areas of
concerns, specific coordination requirements, immediate airfield
maintenance requirements, schedule of on-going construction, list of
contacts, personnel transfers (if appropriate) and other areas which
will ease the transition of the transfer. The adviser should coordinate
with the Concessionaire to ascertain if there are other areas where
consistent documentation developed by ORSNA that would be helpful in
the transfer process. 6. The adviser will provide a "background" paper
which provides the salient features of the creation and operation of
ORSNA. The technical consultant will provide a flow chart of the
transfer process for each type of transfer. 7. The adviser will provide
to ORSNA information regarding how U.S. airports and selected
international airports participate in the fight against drugs and
terrorism. A list of the agencies typically involved in the process
pointing out areas of responsibilities should be provided. For this
item, no travel for the adviser or meetings is required. The adviser
shall also compile such information on the Argentine fight against
drugs and terrorism as provided by ORSNA. All coordination on this
element shall be accomplished by telephone, fax, or mail. 8. The
adviser shall provide day-to-day assistance to ORSNA in coordinating
with the Concessionaire, existing operators/owners (i.e. municipal,
provincial, and =46uerza Aerea Argentina), existing contractors to the
various airports, airlines, users, and others which ORSNA deems
appropriate. The function of the adviser is to provide advice, provide
reference and background information on international airport
historical examples, recommendations, and documentation on the transfer
process of the airports. 9. There may be other activities sponsored by
USTDA for ORSNA including but not limited to: a) planning activities
by U.S. individuals and/or companies and b) consultations and/or
missions involving FAA. The adviser may participate in and/or
coordinate these activities if deemed appropriate by ORSNA, and if
those activities occur within the tenure of the technical adviser's
assignment. The technical adviser will not be allowed to competefor the
other abovementioned TDA funded technical assistance activities. 10.
Prior to the conclusion of the assignment, the adviser shall provide a
report to ORSNA (5 copies in English, 5 in Spanish) and TDA (3 copies
in English, 1 in Spanish) summarizing the day-to-day activities in
which he/she participated, documenting the materials created and/or
provided in items 1 through 9, and provide a summary on the
effectiveness of the technical assistance provided by the adviser.
Qualifications of Resident Technical Adviser and/or Assistant Resident
Technical Adviser The Technical shall have the following minimum
qualifications: Experience/familiarity with airport privatization and
commercialization Experience/familiarity with airport management
Experience/familiarity with agencies that provide oversight for civil
aviation policies and/or management Experience/familiarity with
identification of issues and policy development Experience/familiarity
with development and implementation of safety, efficiency, and
commercial objectives within the scope of civil aviation
policies/activities, Ability to produce detailed manuals, checklists,
flow charts, organizational charts, critical path methods, and
pro-forma documents in a clear, concise manner. Ability to work with
minimal support staff Knowledge of FAA and ICAO standards Sufficient
command of the Spanish language to conduct technical/business meetings,
Sufficient writing skills to produce documents in Spanish (or the
advisor shall be responsible for contracting the services of an
translator). In addition to the minimum qualifications, additional
expertise and previous experiences is sought in the following areas:
Development of transition plan(s) for the privatization/long-term
concessioning of airport(s) Management of transition plan(s) for the
privatization/long-term concessioning of airport(s) Familiarity with
privatization process of Argentina Airports =46amiliarity with
privatization process of other countries and/or specific airports
Experience/ familiarity with airport master planning, strategic
planning, and economic development Experience/familiarity of airport
operations, airport finance, and airport development Ability to work
effectively on a variety of tasks with varying deadlines The U.S. firm
selected will be paid in U.S. dollars from a grant to the Argentine
Government from the U.S. Trade and Development Agency (TDA).
Companies/individuals that submit Expressions of Interest will receive
a detailed Request for Proposals (RFP) as soon as it is available,
which will include requirements for the Proposal and the final Terms of
Reference and Budget. Final selection of the Resident Adviser will be
made by the Argentine Government. Expressions of Interest should
include the name, address, phone and fax numbers for the
company/individual; the resumes of the proposed personnel to serve as
resident adviser(s); indication of availability to begin work in
Argentina in early-to-mid-May; and proposed compensation. Expressions
of Interest should be sent to TDA by fax at 703-875-4009. Only U.S.
firms and individuals may bid on this TDA financed activity. Interested
firms, their subcontractors and employees of all participants must
qualify under TDA's nationality requirements as of the due date for
submission of qualifications and proposals and, if selected to carry
out the TDA-financed activity, must continue to meet such requirements
throughout the duration of the TDA-financed activity. All goods and
services to be provided by the selected firm shall have their
nationality, source and origin in the U.S. or host country. Details of
TDA's nationality requirements and mandatory contract clauses will be
included in the RFP and are available from TDA on request. Interested
U.S. firms should submit an Expression of Interest directly to TDA by
6:00pm Tuesday, April 21 at the above fax number or address.
Companies/individuals that submit an Expression of Interest will
receive the Request for Proposal, once it is finalized. TDA is not
bound to pay for any costs associated with the preparation and
