S -- PRIVATIZATION OF ELECTRICAL DISTRIBUTION SYSTEM AT FORT HUACHUCA, AZ SOL DABT63-98-R-0024 DUE 091198 POC Contract Specialist PENNY BROWN (520) 533-2629 (Site Code DABT63) The Fort Huachuca, Arizona Directorate of Contracting intends to procure a contract for privatization of the electrical distribution system at Fort Huachuca, Arizona. Fort Huachuca is located in the south-east corner of the State an has approximately 650 administration buildings and 2,000 sets of family quarters with an estimated daytime population of 16,200. Fort Huachuca currently purchases electrical energy from Tucson Electric Power (TEP) Company at one delivery point. The on-post distribution system consists of one 13.8 KVA distribution substation with two sets of indoor switchgear identified as Substation 1 and Substation 2, approximately 93 circuit miles of overhead primary distribution line, and approximately 34 circuit miles of underground primary distribution line. Privatization is a process by which the Government sells its resources to a private entity for service. This effort is anticipated to involve purchase, ownership, maintenance and operations of the electrical systems a s a commercial electrical utility system, with the exception of the energy which will be sold to Fort Huachuca by TEP. This is a utility services contract and the initial contract term will be for ten years. Issuance of the request for proposals (RFP) is projected for 19 Jun 98. A preproposal conference/site visit will be scheduled for late Jun 98. Technical evaluation factors will be set forth in the solicitation. Offerors are required to have at least five years experience in owning, operating, and maintaining an electric distribution system.
