DRID # 21 directed that DESC develop plans to execute regional demonstrations of total energy management for presentation to the Under Secretary of Defense for Acquisition and Technology for Defense Management Council review by June 1, 1998. Pursuant to DRID # 21, Solicitation SP0600-98-R-0029, also know as Demo No. 1 (NE Demo) is for a supply management regional demonstration procurement of combined Natural Gas and Heating Oil requirements for various Army, Air Force, Navy, and Marine activities located within the states of Virginia and Maryland and the District of Columbia. The resultant contracts will also contain "triggering" terms for conversion to firm fixed price for natural gas under specific conditions. The contract period will be for 2 years (Delivery period: 01 Oct 1998 through 30 Sep 2000).
