The Volpe National Transportation Systems Center (VNTSC) intends to issue a competitive solicitation to provide supplementary technical expertise and support for engineering, maintenance and planning. Logistics support is required to evaluate aircraft on-board technology in order to improve the acquisition, transmission, display, and default diagnostics. Other tasks include development of an automated acquisition system of data to a SQL data base, and for development of an Intranet based query capability. Additional, support is required to develop a system that will support the negotiation of travel fares by providing extensive and accurate historical, competitive and project fares data. Communications and field support is required for the development, installation and maintenance of specialized communications tracking and position location systems. Test support in required with the development of operational test and evaluation (OT&E) and implementation plans for new systems. A CPFF task order type contract is anticipate for sixty (60) months. The Volpe Center anticipates a single award for this procurement. This work will require travel to overseas locations for extended periods of time (maximum 6 months). The applicable SIC Code is 7379. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
