C. Hartford (505) 845-4661. The US Department of Energy intends to
contract with Lockheed Martin Information Systems, located at 600 East
Bonita Avenue, Pomoma, CA., on a sole source basis in accordance with
FAR 6-302-1, to furnish a portable range instrumentation system
consisting of hardware and software configured to assist in the
management of combat training exercises. The players are equipped with
a man-worn subsystem which provides direct fire simulation and
contains an integrated differential global Positioning System (GPS)
receiver and a range telemetry transceiver. The base station system
consist of one or more portable computers, a GPS reference receiver and
one or more range telemetry transceivers. The base station system
provides the operator interface to monitor and control all integrated
components during exercise play, performs real-time data collection,
maintains and displays player position, engagement events and status,
calculates and imposes effects of area weapons systems, stores exercise
history and displaysexercise history for after-action review. The
system requirements are organized into four categories: 1) man-worn
subsystem; 2) base station subsystem; 3) common equipment; 4) system
documentation. A copy of the portable range instrumentation system

845-4225. Responses must include sufficient technical data to allow
evaluation using the following criteria; 1) Demonstrated Ability:
Prospective vendors must demonstrate a working system which meets the
criteria established in the Portable Range Instrumentation System
Specifications, dated April 9, 1998. Vendors must also demonstrate the
ability to produce and deliver this system by September 14, 1998. 2)
Completeness: This system must be delivered as a turn-key, fully
operational, system. All system components defined in the Portable
Range Instrumentation System Specifications, dated April 9, 1998 must
be included in sufficient quantity to instrument and support scenarios
of up to 100 players.Additional telemetry channel bandwidth must be
available to support a total of 180 players. 3) Timeliness: All
equipment must be delivered, setup and made operational prior to
September 14, 1998. 4) Mission Requirements: The system must provide
complete range instrumentation as defined in the Portable Range
Instrumentation System Specifications, dated April 9, 1998. This
includes the ability to monitor and control all instrument players
within 5 kilometers of the Base Station, report real-time player
location and status, and provide scenario replay capability for after
action review. 5) System Expandability: The system must be expandable
to a minimum of 180 players through the addition of player equipment
only, i.e. no hardware or software modifications of the Base Station
Subsystem. The system shall be expandable to a maximum of 500 players
through the addition of player equipment and telemetry radios. Written
