The Department of the Navy, Naval Air Systems Command (NAVAIR), intends to enter into a sole source, firm fixed price contract with Construcciones Aeronauticas Sociedad Anonima (CASA) of Madrid, Spain for the induction, disassembly, and component kit processing for remanufactrue of ten (10) EAV-8B aircraft for the Spanish Navy. The United States Government has a Memorandum of Understanding (MOU) with the Italian Navy and the Spanish Navy for a cooperative program for full integration of radar in the AV-8B weapon system and the production, remanufacture and in-service support of a radar equipped AV-8B. The MOU establishes Department of Defense (DoD), on behalf of the Participants, as the party responsible for contracting (including, for example, negotiation, award, administration, audit, quality assurance, and inspection) for the AV-8B Harrier II Plus Weapon System contracts in accordance with U.S. contracting procedures.
