NONE, NONE. The purpose of this contract is to conduct studies to
evaluate the toxic and carcinogenic potential of selected chemicals by
oral and dermal exposure. The chemicals to be studied are
Diisopropylcarbodiimide (DIC), Methylene Blue, Bromocloroacetic Acid,
Dibromoacetonitrile Acid (DBAN), Dichloroacetic Acid and
Bromodichloroacetic Acid. Multiple studies are to be conducted
concurrently. The base contract award includes the conduct of Phase 1-
prestart activities for all chemicals. During Phase 1, the contractor
shall perform those work activities associated with the determination
of bulk chemical purity and identity, and validation of dose
formulation/analysis methods, any health and safety concerns that must
be addressed before study start. It is anticipated that the contract
shall also contain options for the conduct of other Phase 2 -- 4
studies as follows: DIC (Task 1) and Methylene Blue (Task 2), Phase 2,
2-year studies (which consists of treatment, observations, other
tests, as necessary,and necropsy and pathology);Bromochloroacetic acid
(Task 3) includes a Phase 2, 14-Day Study and Phase 3, 90-Day Study,
Phase 4 -- 2-Year Study of Male Rats and Female Mice, and optional
Phase 4 -- 2-Year Study Female Rats and Male Mice, Dibromoacetronitrile
(Task 4) Phase 2 -- 14-day Study, Phase 3 -- 90-Day Study and Phase 4
-- 2-Year Study; Dichloroacetic acid (Task 5) Phase 2 -- 90-Day Study,
an Optional Cell Proliferation Study, and Phase 3 -- 2-Year Study;
Bromodichloroacetic Acid (Task 6) Phase 2 -- 14-Day Study, Phase 3 --
90-Day Study, Phase 4 -- 2-Year Study (male rats and female mice), and
optional 2-Year Study (female rats and male mice). One completion form
cost reimbursement type contract is anticipated. The performance period
for the base contract is expected to be seven and 1/2 months. Should
the optional studies be exercised, the period shall be extended to June
30, 2003. For estimating purposes the Government anticipates an
approximate level-of-effort of 167,685 hours for the contract including
all options. Offerors must have a working laboratory in place at the
date of proposal submission. Only minor renovation in order to meet the
specifications should be necessary prior to contract award. In
addition, the Principal Investigator, Toxicologist, Chemist, Health and
Safety Officer and Quality Assurance Unit Officer shall be employees of
the contract laboratory. Consultants and subcontractors may not be
proposed for these discipline areas. The expected release date of the
RFP is May 1, 1998 with proposals due June 30, 1998. Interested
organizations should request either a streamlined or full RFP package.
If no selection is made, a streamlined version of the RFP will be
provided, which includes only the Statement of Work, deliverable and
reporting requirements, special requirements and mandatory
qualifications, if any, and technical evaluation criteria. After
examination of these documents, any organization interested in
responding to this RFP must request the entire RFP in writing or by
