Request for Offer (RFO) for the design and development of the Orbital
Array of Wide Angle Lenses (OWL) Mission Optical System. Two
demonstration lenses will be designed and fabricated. Lens materials
will be surveyed and materials identified which meet the OWL mission
requirements. Band Pass Filters (BPF) will be surveyed and a BPF
selected or developed to meet OWL mission requirements. The period of
performance is for one year, with three one-year option periods.
NASA/MSFC intends to purchase the services from the University of
Alabama in Huntsville (UAH) Center for Applied Optics (CAO) on a sole
source basis under the statutory authority of 10 U.S.C. 2304(c)(1) --
Only one responsible source. UAH CAO is the co-investigator with MSFC
and GSFC on the OWL mission, and as such, has unique and proprietary
concepts which are part of the basic OWL mission concept. UAH CAO has
a unique combination of design and development capabilities which
include: unique optical system simulations developed solely by UAH;
diamond turning design and fabrication; optical material
identification, characterization, and development; and BPF design and
development capabilities. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. See Note 22. An
Ombudsman has been appointed. See Internet Note "B". Interested firms
have until April 30, 1998, to submit in writing to the identified point
of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after April 30 or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Firm date for receipt of offers will be stated in the RFO.
All qualified responsible sources may submit an offer which shall be
