procurement for $100,000.00 on a sole source basis with the
International Space University of Illkirch, France to fund a portion of
the cost of acquiring the participation of certain students and faculty
in the high orbital microgravity environment design project of the 1998
summer session program. The funding support for this project was
directed by Mr. Martin Kress of Lewis Research Center for the purpose
of the creation, expansion, exchange and dissemination of knowledge and
ideas, and to the development of space-related activities for peaceful
purposes. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/LeRC intends to purchase the items
from the International Space University of Illkirch, France. This
procurement will support the International Space University High
Orbital Microgravity Environment,(from hereon in shall be referred to
as HOME), design project during the 1998 summer session program (from
hereon in shall be referred to as SSP), from June 17 to August 22,1998.
The SSP will take place in cleveland, Ohio and is hosted by Cleveland
State University and the Ohio Aerospace Institute with significant
involvement from the NASA Lewis Research Center. The deliverable item
is a final report, which describes the conceptual design of the HOME
Project including the technical, financial, organizational, and
political aspects. Founded in 1987, the ISU is didicated to the
creation, expansion, exchange and dissemination of knowledge and ideas,
and to the development of space-related activities for for peaceful
purposes. The ISU is a non-profit institution offering
interdisciplinary programs in an international and intercultural
environment preparing professionals to meet the present and
futurechallenges of international cooperation. The SSP is an intensive
ten week program for postgraduate studentsand are: space and society,
space business and management, space policy and law, space systems
architecture and mission design, space engineering, space resources,
robotics and manufacturing, satellite applications, space physical
sciences and space life sciences. By working together with fellow
students and teachers from around the world, especially in the design
projects, students gain a useful ability to operate effectively in a
mulit cultural environment and to produce useful results. The
Government does not intend to acquire a commercial item using FAR Part

firms have 15 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
