A -- ENERGETICS STRATEGIC THRUST SOL N68936-SS-98-003 DUE 053098 POC Doreen Paul, Contracting Officer, (760) 939-9665 The Naval Air Warfare Center Weapons Division China Lake is seeking industry participation in Naval Energetics Strategic Thrust (EST). The primary focus of this notice is to identify interested sources for information and planning purposes only. Proposed submissions of interest and/or statements of capability are not restricted in any way to any particular entity. All submittals must be unclassified. Contractors should appropriately mark any data that is proprietary or has restricted data rights. This announcement is open until 5:00 PM PST, 30 May 1998. Energetics is the technical area which includes energetic materials (propellants and explosives), and their applications to ordnance and propulsion. Definitions of energetics range from ingredient synthesis to full scale motor testing and disposal, and systems phase-out. Energetics, for purposes of the Energetics Strategic Thrust, is defined broadly to include the full spectrum RDT&E associated with energetic material synthesis, scale-up, and characterization; propellant/explosive formulation, scale-up and characterization; munitions design, environmental and safety, and testing; in-service support, and munitions disposal. Energetic materials and their applications in propulsion and ordnance are critical technologies to the National Defense. Unlike many defense technologies, energetics commercial applications are very limited. Thus, maintenance of the technological base in this area is essential to the defense infrastructure. Downsizing, and the demographics of the science and engineering workforce, has had a dramatic, and in some areas, devastating impact on the energetics community in the last decade. In order to preserve and enhance the National energetics capability, it is necessary to revolutionize the way we conduct business and develop energetics technology. The goal of the EST is to develop and implement a cost effective investment plan that will preserve and enhance energetics capabilities in the United States, promote laboratory/industry teaming, develop new and innovative partnership mechanisms and unconventional innovative ways of doing business, and preserve and enhance national critical technologies in energetic materials, ordnance, and propulsion. It is the government's intention to create a laboratory/industry partnership to foster technical innovation and streamline acquisition practices in the broad areas of propulsion, ordnance, and energetic materials. Partnerships will be entertained in areas of synthesis of energetic ingredients, formulation, scale-up, processing, energetic materials applications in ordnance, propulsion, and fuzing, pilot plant operation and maintenance, service life monitoring and modeling and demilitarization. The government intends to exercise these objectives through Navy Potential Contractor Program, Commercial Services Agreements (CSA), joint ventures, multi-company consortia, Cooperative Research and Development Agreements, Technology Investment Agreements or Other Transactions, or through more traditional contracting approaches, as appropriate, to the specific circumstances of the proposed partnerships arrangement.
