Contact@nist.gov. The National Institute of Standards and Technology
(NIST) intends to negotiate on a sole source basis under the authority
of 41 USC 253(c)(1) with Finnish Institute for Verification of the
Chemical Weapons (VERIFIN), which is an independent institute under the
University of Helsinki, Finland, to develop data for Gas
Chromatography-Mass Spectrometry (GC/MS) of Chemical Weapons Compounds
in Complex Matrices. The service needed by NIST is available from only
one responsible source and no other supplier will satisfy the needs of
the Agency, because the data to be developed is to be used in
conjunction with the Organization for the Prevention of Chemical
Weapons (OPCW) and only laboratories that have fulfilled the criteria
to be certified as OPCW Designated Laboratory can be considered for
this work in order to ensure that the results of the experimental work
will be accepted for use in verification under the Chemical Weapons
Treaty. This contract will be for a base period of 12 months after
contract award and include one option period consisting of 12 months.
The contractor (VERIFIN) shall provide the following in the Base Year:
1) Analysis of data from historical VERIFIN data files for Retention
index (RI) data. Data will include scheduled and non-scheduled
chemicals that may be of use in predicting the RI of chemicals for
which there is no data; 2) Measurement of mass spectra and retention
indices of scheduled chemicals; and 3) Measurement of complete GC/MS
data files for a standard soil matrix extracted according to the OPCW
operating procedures and spiked with 1, 10 and 100 ppm of a set of
scheduled chemicals. The contractor shall provide the following in the
option year: 1) Measurement of mass spectra and retention indices of
scheduled chemicals; and 2) Measurement of complete GC/MS/ data files
for standard paint and rubber matrix extracted according to the OPCW
operating procedures and spiked with 1, 10 and 100 ppm of a set of
scheduled chemicals. A Request for Proposal (RFP) will be issued to
VERIFIN. The anticipated award date is June 12, 1998. Numbered Notes 22
