Environmental Protection Agency, Research Triangle Park, NC has a
requirement for a contractor to provide services in support of the
National Health and Environmental Effects Research Laboratory (NHEERL)
studies. Services shall include the recruitment, screening, testing
and reimbursement of human subjects for participation in laboratory
studies. Human research projects may involve the controlled exposure of
adults to air pollutants such as ozone, carbon monoxide, volatile
organic compounds, sulfur dioxide, particulate matter, or nitrous
oxides; psychotropic drugs or drugs which mimic or enhance pollutant
effects, noise, or physiological and neurobehavioral assessment of
populations exposed occupationally or accidentally to toxicant
substances. Bronchoscopy studies, blood draws and other simple medical
procedures may also be performed. The contractor shall maintain an
on-site subject recruitment office at the EPA Human Studies Facility
located at the University of North Carolina at Chapel Hill, NC.It is
anticipated that the awarded contract will be a combination of two line
items: 1) Fixed Price to maintain the on-site subject recruitment
office; and 2) Indefinite Delivery Indefinite Quantity (IDIQ) task
orders for the support of individual studies being conducted at the
facility. Period of Performance will be sixty months which is inclusive
of a base period plus four twelve (12) month option periods. It is
anticipated that RFP PR-NC-98-10381 will be issued on or around May 4,
1998 and close thirty days thereafter. No further synopsis will be
issued. The solicitation and any subsequent amendments will be

honored. It will be your responsibility to frequently check the same
site where the solicitation is posted for any amendments. A preproposal
conference will be held in room 101 at the Human Studies Facility on
