Holzmiller, Contracting Officer (919)335-6436 This is a combined synopsis/request for quotation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotation; proposals are being requested and a written request for quotation/solicitation will not be issued. The request for quotation incorporated provisions and clauses in effect through Federal Acquisiton Circular 97-03. This is an unrestricted requirement for the developing compliance with Year 2000 Information Technology for the Aircraft Repair and Supply Center's Aviation Maintenance Management Information System (AMMIS). The contractor shall provide computer systems Y2K analysis, Y2K renovation services, and Y2K compliance certification to the U.S. Coast Guard. AMMIS is written in the Ingres programming language with an Ingres database. Therefore, programmers must be certified and possess a minimum of two years Ingress programming experience. Services will be performed at the Management Information Systems Division (MISD) located at the Aviation Repair and Supply Center, Elizabeth City, North Carolina. 1. SCOPE Year 2000 (Y2K) is the term used to describe the potential failure of information technology (IT) systems prior to, on or after January 1, 2000. This potential exists because of the widespread practice of using one or two digits, not four, to represent the year in computer databases, software applications, hardware, and microchips. Difficulties will arise in the Y2K when our systems will be unable to differentiate it from the year 1900. The associated, but unrelated, calendar anomaly that must be included in the Y2K systems repairs is the fact that Y2K is a leap year unlike most other century dates. Date/time functions encompass formats for display and information interchange, date arithmetic, and sorting. The new FAR 39.106 states that compliance is: "information technology that accurately processes date/time data (including but not limited to,calculating, comparing, and sequencing) from, into, and between the twentieth and twenty-first centuries, and the years 1999 and 2000 and leap year calculations. Furthermore, Year 2000 compliant information technology, shall accurately process date/time data if other information technology properly exchanges date/time data with it." 2. REQUIREMENTS Y2K Project Plan. The contractor shall develop and deliver an AMMIS Y2K compliance project plan. Assessment Phase The primary purpose of the Assessment Phase is to gather and analyze the information in order to determine the size and scope of the problem. The Renovation Phase involves making and documenting software changes. The processes that may be in the Renovation Phase are: Conversion; Develop data bridges and filters; Document code and system changes; Unit, integration, and system tests; Track the conversion and replacement. Validation Phase. All converted or replaced system components shall be thoroughly validated and tested to (1) uncover errors introducedduring the Renovation Phase, (2) validate Y2K compliance, and (3) verify operational readiness. The contractor shall develop and document tests, test data sets, plans, and schedules. The contractor shall perform unit, integration, and system testing using a phased approach. The contractor shall prepare and conduct initial acceptance testing. Implementation Phase. The contractor shall develop an implementation schedule. The contractor shall define transition environment and procedures. The contractor shall resolve data exchange issues and interagency concerns. The contractor shall resolve issues that deal with database and archive conversion. The contractor shall complete acceptance testing. The contractor shall develop disaster recovery plans. The contractor shall implement the converted system. The contractor shall perform and deliver an analysis of our current MISD system including operating systems, third and fourth generation language compilers and interpreters, functional applications, system utilities,translators, and database management systems (DBMSs). Data includes databases, files, and other data storage structures and mechanisms, data and system interfaces and interchanges, Electronic ?Data Interchange (EDI) transaction sets and implementation conventions, and other messages or forms of data exchange. An assessment survey shall also be performed to gather the necessary information about source code which is not contained in a central repository or available from automated tools. Mapping Source To Executables. A one-to-one mapping of source code to executable code shall be made. At a minimum, the analysis shall include a documented Y2K compliance/non-compliance evaluation. Code Inventory. The contractor shall perform and deliver a Code Inventory. Renovation. The contractor shall perform renovation on the Aircraft Maintenance Management Information System (AMMIS) and it?s developed software and data. AMMIS shall use a 4-digit contiguous year for the year portion of dates used for interfaces among systems and in all interagency information exchanges. The contractor shall provide a certification AMMIS is Y2K compliant and that no critical system failures will occur due to AMMIS Y2K related problems. MAJOR DOCUMENT DELIVERABLES Document deliverables shall be in electronic (on disk) and paper format (4 copies) to the Chief, Software Support Branch and shall include: Y2K Project Plan (within 15 days of contract award) MISD Systems Analysis & Evaluation (delivery at completion of assessment phase) AMMIS Assessment Survey Results (delivery at completion of assessment phase) Monthly Status Reports (including updated Project Plan) Implementation Schedule (delivery at completion of renovation phase) Contingency Plan (delivery at completion of renovation phase) Disaster Recovery Plan (delivery at completion of renovation phase) Mapping of source code to executable code (delivery at completion of assessment phase) Code Inventory (delivery at completion of assessment phase) Weekly status report on code inventory items (delivery weekly once renovation begins) AMMIS Year 2000 Compliance Certificate (delivery at completion of acceptance testing) Unit, integration, system, and acceptance results (within 3 working days of tests) Configuration Management documentation of changes made (delivery at completion of implementation phase) Software Test Plan (compliant with MIL STD 498)(delivery at completion of assessment phase) Software Installation Plan (compliant with MIL STD 498)(delivery at end of assessment phase) Software Transition Plan (compliant with MIL STD 498)(delivery at end of assessment phase) Software Test Description (compliant with MIL STD 498)(delivery at end of assessment phase) REFERENCE DOCUMENTS The following documents form a part of this contract to the extent specified herein. PERIOD OF PERFORMANCE The contractor shall begin work immediately after contract award. The contractor delivery period is from contract award through 31 December 1998. End of contract shall be designated as 1 Feb 00 if operation of AMMIS produces no date or time anomalies between 1 Jan 00 through 31 Jan 00. Should date or time anomalies arise during this period, the contract remains in place until the contractor has performed remediation to the government?s satisfaction. The contractor shall provide required remediation services at no cost to the government. Closing date and time for receipt of offers is 28 April 1998, 3:00pm, Eastern Standard Time.
