PHASE II REFORMULATED GASOLINE -- 30,000 GALLONS THIS NOTICE IS MADE TO ANNOUNCE THE INTENT OF THE ENVIORNMENTAL PROTECTION AGENCY TO ISSUE A SOLE SOURCE AWARD FOR THE PURCHASE OF 30,000 GALLONS OF REFORMULATED GASOLINE TO ONE SOURCE. One of the requirements of the 1990 Clean Air Act Amendments is the reformulated gasoline (RFG) program. The purpose of the RFG program is to improve air quality by requiring that gasoline sold in certain areas of the country be reformulated to reduce emissions of toxics and tropos pheric ozone-forming compounds, as specified by section 211(k). This procurement will purchase 30,000 gallons of RFG for test in Houston, Texas beginning June 1, 1998 and end in September 1998. To ensure that the fuel represents fuel that will actually be sold in RFG areas, the test fuel shall be produced from proportions of refinery blending components and not from the use of chemicals. (Specifics about the components and the test plan for the RFG contact the Agency Contact person listed at the end of this notice.) After blending and certification, the test fuel shall be stored, and distributed in 8,000 gallon batches by tank truck in Houston, beginning 1, 1998, to a location to be specified after award. Three additional deliveries will be required on an as-needed basis over the summer to the same location. The agency knows of one company capable of producing the test fuel using the methods stated above. For this reason and others, the Agency has decided to iss a Sole Source award to Phillips Chemical Company in Bartlesville, Oklahoma.
