COMMERCE BUSINESS DAILY ISSUE OF APRIL 17,1998 PSA#2076CENTRAL CONTRACTOR REGISTRATION (CCR) Effective June 1, 1998,
Contracting Officers will be required to verify that a vendor is
registered in the Central Contractor Registration (CCR) prior to making
award. Key points of the new ruling [DFAS 204.7302]: -- Rule requires
a firm to be registered in the DOD Central Contractor Registration
Database prior to award of any contract, basic agreement, basic
ordering agreement, or blanket purchase agreement, for awards based on
solicitations issued after May 31, 1998. -- Firms must register on a
one-time basis, and annually confirm accuracy and completeness of
registration information. -- Contracting officers must use either a
Commercial and Government Entity (CAGE) code or a Data Universal
Numbering System (DUNS) number to identify the contractor to the paying
office. -- Exceptions: IMPAC purchases; awards to foreign vendors
performing outside the United States; classified contracts; purchases
by deployed contracting officers in contingency operations or emergency
situations; or purchases to support unusual or compelling needs in
accordance with FAR 6.302-2. Contractors and potential offerors may
