Construction Security Monitoring Services, pittmanwm@state.gov. The
Department of State has a requirement for Construction Security
Personnel at various overseas and domestic facilities to monitor and
detect unauthorized access to internal controlled areas, to deter the
introduction of unauthorized materials to the site, and to surveil the
activities of uncleared construction workers to prevent the
implantation of clandestine surveillance devices or systems into the
structure being constructed. There are two types of Construction
Security Personnel: Cleared American Guards and Construction
Surveillance Technicians. Duties are as follows: Establish a 24 hour
guard post to control access to the secure area; dissuade and report
unauthorized personnel or vehicular entry into those areas; control of
secure storage areas; personnel or material escort within or to a
construction site; monitor, observe and interact with the construction
workersto preclude the introduction of electronic, electrical,
mechanical, or hostile surveillance monitoring devices into finished
construction; inspect all persons, packages, bags, boxes, crates, and
vehicles unsing metal detectors and x-ray machnery, and perimeter and
internal surveillance using closed circuit television systems. The
Contractor shall be responsible for all support services necessary to
maintain the required level of monitoring services. This includes, but
shall not be limited to, travel, housing, local transportation,
logistical support, uniforms, equipment and supplies; as well as
management and administrative support. A Labor-Hour contract is
anticipated. The successful contractor will be required to have or be
able to obtain a TOP SECRET facility security clearance as well as TOP
SECRET personnel clearances for personnel assigned to this effort.
Additionally, assignment to certain posts will be contingent on a
favorable acceptability review conducted by the Bureau of Diplomatic
Security. Ther period of performance will be one year with four
one-year options. The estimated date for release of the solicitation is
thirty days from the date this notice is published and proposals will
be due 30 days after solicitation release. SIC Code 7381. Size Standard
$9.0 million. The proposed contract is 100% set-aside for small
