transportation, and labor to excavate and install a new under drain
system located at U. S. Coast Guard family Housing in Homer, Alaska.
Work includes excavation of catchment, installation of approximately
700 linear feet of 6 inch HDPE underdrain piping, lining with filter
fabric, backfilling with 1 1/2 inch wash rock, installation of gutter
downspout catchment piping, cleaning two existing 12 inch culverts, and
work to reshape, grade, line with filter fabric and fill with 1 1/2
inch washed rock to an existing 50 feet drainage channel. The estimated
cost range for this project is between $25,000 and $75,000. The time of
completion of all the work is 31 July 1998. The work required by this
so9licitation is identified as Industry Standard #1629 and the
applicable size standard is $17.0 million dollars in annual receipts
for the past three years. This procurement is issued pursuant to the
Small Business Competitiveness Demonstration Program, Public Law
100-656, as implemented by the OFPP Policy Directive and Test Plan
dated 8/31/89. This is not a small business set-aside. All responsible
sources may submit a quote which shall be considered by the U.S. Coast
Guard. Requests for Quotations nust be submitted and received by this
office no later than 05 May 1998. For Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital assistance
for transportation-related contracts. This is applicable to any
eligible prime subcontractor at any tier. The DOT Bonding Assistance
Program enables firms to apply for quote, performance and payment bonds
up to $1.0 million per contraact. The DOT provides an 80% guarantee of
the quote of the quote amount to a surety against losses. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest ratesto provide accounts receivable financing. The maximum
line of credit is $500,000. For further information and applicable
