Z -- PRE-QUALIFICATION OF OFFERORS FOR RENOVATION OF CHANCERY OFFICE BUILDING AND ANNEX IN PORT AU PRINCE, HAITI. SOL S-ARAMR-98-B0001 POC Mark J. Toler (954) 630-1166 or facsimile 630-1165. The Department of State, Regional Procurement Support Office (RPSO) and the Office of Foreign Buildings Operations (A/FBO), is seeking to pre-qualify bidders for renovation of the Chancery (OBC) and Annex Buildings in Port Au Prince, Haiti. The purpose of this project is to provide additional office space which includes new space reconfiguration and interior finish upgrades. The project involves seismic upgrades of the OBC and Annex, as well as Mechanical and Electrical upgrades, to include connection of power and new generator sets. Additionally, the scope will entail construction of a classified and unclassified mail receiving distribution, and storage area, new fire sprinkler system in the OBC, new elevator within the OBC, handicapped lift at OBC entrance, new interior and exterior stairs, build-out of OBC interior courtyards at first and second floor levels, construction of an addition to the Annex, relocation of the existing cafeteria, and construction of a perimeter pedestrian screening facility at the South Entrance Gate of the OBC. The OBC and Annex are occupied at this time and will remain so during the project. The performance period for this project is 720 days from issuance of the Notice to Proceed. The project's estimated value is between $3,500,000 and $4,975,000. Award will be made by sealed bid and the solicitation shall be issued in May/June 1998. The contract type will be firm fixed-price. This project is defined as a classified procurement and therefore, the successful bidder, including all entities which comprise a joint venture, must possess a Department of Defense (DOD) SECRET Facility Security Clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual, DOD 5220.22M, prior to contract performance. Specifically designated personnel assigned to this contract must also possess SECRET personnel clearances issued by the Defense Security Service. A period of not more than 100 days after notification of pending award will be allowed to obtain required security clearances. After this period, the Government will not be obligated to delay contract award pending issuance of requisite clearances. Additionally, only those firms determined to be "pre-qualified" may bid on this procurement. To pre-qualify prospective bidders must meet the following pre-qualification criteria and provide details of their qualifications in writing in order to be pre-qualified and receive the solicitation: A) Demonstrate specialized experience in successfully completing construction projects requiring extensive phasing and full time occupancy and maintenance of normal operations during phased construction; B). Demonstrate specialized experience in facility renovation and systems replacements involving multiple disciplines (e.g. architectural, electrical, mechanical, seismic, structural, and interior furnishings/finishes; C). Demonstrate successful completion of at least three recent construction projects similar in value, complexity, and type to the proposed project. As a minimum, provide budget cost, award amount, final construction cost, and change order rate of each project listed; D) Demonstrate successful completion of an international construction project as a General Contractor, which required the procurement, transportation, and importation of materials to a foreign country; E) Demonstrate satisfactory performance on a similar U.S. Government or U.S. Embassy contract, if any. Although previous or ongoing performance of a similar U.S. Government of Embassy contract is not a requirement, if such contracts have been performed, the Contractor must have satisfactorily performed said contracts; F) Demonstrate the ability to successfully finance a project of this magnitude ($3,500,000 -- $4,975,000), including the ability to obtain the necessary performance and payments bonds, insurances, and/or bank letters of guarantee. Provide Banking information, credit references, etc.; G). Demonstrate that the company has been in the construction business for at least three years prior to thesynopsis date; H). Provide both a corporate and project specific management plan and organizational chart(s) which demonstrates proposed management for this project. Provide resumes of construction project management and on-site supervisory personnel proposed for this project. Describe their qualifications, background and experience on similar project.
