NASA/GSFC intends to negotiate on a sole source basis with Teledyne Electronic Technologies to provide thirty-one (31) spaceflight multilayer electronic quality hybrid circuits per applicable Quality Assurance Specifications. The specific requirements for this procurement is for hybrid circuits that will (1) provide stable and precise high voltages; (2) provide a pulse amplifier that will accept pulses for the mass spectrometer detector; (3) count the pulses; and (4) provide a means of sequencing through operational steps (i.e. microsequencer). NASA/GSFC intends to purchase the items from Teledyne Electronic Technologies, 10 U.S.C. 2304(c) (1)-Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. (See Internet Note B) Interested firms have 10 calendar days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 10 calendar days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice solely within the discretion of the Government.
