synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation Subpart 12.6, as
supplemented with additional information included, in this notice. This
announcement constitutes the only solicitation, proposals are being
requested and a written solicitation will not be issued. This
solicitation, N00173-98-R-MP02, is a request for proposal (RFP). The
incorporated provisions and clauses of this acquisition are those in
effect for Federal Acquisition Regulation (FAR) through Federal
Acquisition Circular 97-04 and for Defense Federal Acquisition
Regulation Circular 91-13. The small business size standard for this
acquisition is 750 employees and the SIC code is 5985. This acquisition
is 100% Small Business Set-Aside. The Naval Research Laboratory has a
requirement for CLIN 0001:(3)Three each-4.6 meter non-motorized C-band
Intelsat type approved F1 antenna. The antenna shall meet or exceed
the following specifications: (2) two port circular feed lightening rod
kit anchor bolt kit; (10) ten watt radio frequency transceiver with hub
mounted package; 45 degree LNC; 50 ohm 70 Mhz IF transmit and received
ports with N type connectors; 10 watt transmission power capability
operational in the Intelsay C-band frequencies. The government will
furnish the following: an antenna pad at the sites; power to the
antennas; conduits for cable installation and signal coaxial cable.
Installation for the (3) three antennas will be at: 1) Cape Canaveral,
Florida; 2) Jupiter Florida at the Johnathon Dickenson Missile
Tracking Annex; 3) Antigua, US installation. There shall be an option
to buy the following CLIN 0002:(1)one each-4.6 meter non-motorized
C-band Intelsat Type approved F1 antenna with installation at Ascension
Island, US facility. The option can be exercised within (1) year of
contract award. The required delivery is 30 days from date of contract
award. The date for delivery of the option, if exercised, is 30 days
after exercise of option. The contractor shall deliver the antenna (all
shipping charges paid) and the Government shall accept at FOB
destination, NRL, Washington, DC. The FAR and DFARS clauses cited
herein are incorporated by reference into this solicitation. Offerors
are advised to propose in accordance with the provisions at FAR
52.212-1, Instructions to Offerors-Commercial Items. The proposal must
demonstrate an understanding of all requirements covered in the RFP's
terms and conditions. Offerors will be evaluated in accordance with
FAR 52.212-2, Evaluation-Commercial Items. The specific evaluation
criteria under paragraph (a) of FAR 52.212-2 is: (1) technical
capability of the item offered to meet NRL's need (2) price (3) past
performance. Technical and past performance when combined, are of equal
importance compared to price. Offerors are advised to include with
their offer a completed copy of the following provisions: FAR 52.212-3,
Offeror Representations and Certifications-Commercial Items, DFARS
252-7000, Offeror Representations and Certifications-Commercial Items
and DFARS 252.225-7000, Buy American Act-Balance of Payments Program
Certificate. The following FAR clauses apply to this acquisition: FAR
52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes of
Executive Orders-commercial Items. The additional clauses cited under
FAR 52.212-5, that are applicable to this acquisition are FAR 52.203-6,
FAR 52.203-10, FAR 52.219-8, FAR 52.219-14, FAR 52.222-26, FAR
52.222-35, FAR 52.222-36, FAR 52.222-37 and FAR 52.247-64. The clauses
at DFARS 252.212-7001, Contract Terms and Conditions Required to
Implement Statutes Applicable to Defense Acquisitions of Commercial
Items, applies to this acquisition. The additional clauses cited under
DFARS 252.212-7001, that are applicable to this acquisition are: DFARS
252.225-7001, DFARS 252.225-7007 DFARS 252.225-7012, DFARS
252.225-7014, and DFARS 252.247-7024. Any contract awarded as a result
of this solicitation will be a DO ratedcertified for national use
under the Defense Priorities and Allocations System (DPAS) (15 CFR
700). Any questions generated as a result of this solicitation must be
received no later than 10 days before the closing date. (2) two copies
must be delivered to Contracting Officer, Code 3230.MP, Bldg. 222, Rm
115A, Naval Research Laboratory, 4555 Overlook Ave, SW, Washington, DC
20375-5326 and received no later than 4:00 PM EST, 6May98. The package
should be marked RFP N00173-98-R-MP02. The closing date: 6May98. For
