Management, Michelle.A.Bernal@noaa.gov. The National Institute of
Standards & Technology (NIST), proposes to negotiate on a sole source
basis with MTS Systems Corporation of Eden Prairie, MN for a digital
controller upgrade. Critical specifications as follows: (1)Chassis
controller -- provides digital servo control, function generation, data
acquisition, hydraulic control, and digital I/O; data acquisition
provides 16 bit resolution, 4 KHz data acquisition rate; function
generation by 32 bit processor, standard haversine, square, and ramp
waveforms and downloaded wave shapes; computer controlled transducer
limits; 8 uncommitted channels of digital I/O(4 in, 4out); slots for up
to 5 conditioning modules; automated dynamic control mode switching
between andy connected transducer. Any connected transducer or
calculation can be selected for control (typically load, strain or
displacement) including load limited displacement during specimen
loading; 2 computer-selectable channels of 16 bit resolution analog
output for easy access to transducer signals and other critical
parameters; and cables for hydraulic control, servovalves,
conditioners, and communications to personal computer. (2)Floor
standing enclosure. (3)Universal conditioner -- provides transducer
conditioning for AC or DC transducers. Normalized with an on board
reference for easy portability of calibrations; low noise, low drift,
high accuracy signal conditioning; computer control range, transducer
zero, excitation, filter(40 Hz/500 Hz/out); 2 calibrated ranges;
traceable calibration for each range; shunt calibration for 100% range;
supports strain gage bridge completion; excitation loss detection; and
computer controlled limit detection. (4)Two stage valve driver --
provides servovalve drive signal for 2-stage servovalves; supports
single or dual MTS model 252 style servovalves; computer controlled
dither amplitude and frequency; digitally controlled fault protection
logic; and 16 bit resolution an valve D/A. (5)Remote emergency stop.
(6)Pump interface, 24V; LVDT transducer ID cable, 5ft/1.5m; HSM cable,
290,293,294,24V, Hi/low, 25ft/7m; Ethernet/workstation link cable,
10ft/3m; Ground cable, 25ft/7m; RSC/e-stop cable, 25ft/7m; E-stop
cable, 25ft/7m; Interconnect, 25ft/7m; Extensometer transducer ID
cable, amphenol, 5ft/1.5m; Transducer cable, 25ft/7m; Load transducer
ID cable, MS, 5ft/1.5m; Safety manual; Software installation manual;
Controller installation & calibration manual; Hydraulic power supply
cable, 24V, 65'; Tutorial manual. (7)System software -- provides a
software interface for configuring the controller and the user
interface to the test station The user can enter and save user
preferences(units, valve adjustments, loop tuning) for recall at any
time. Includes a two channel on line data display (X vs. Y or Time vs.
YY), digital displays, and a system exerciser for setting up tuning
parameters and warming up the system prior to testing. Basic testware
to provide an easy program for simple monotonic and cycle test
execution including data acquisition. Test data may be stored in choice
of ASCII, Lotus, or Excel formats for analysis with different tools.
(8)Lifecycle software agreement for one year -- LSA owners to receive
all software updates (enhancements) and software upgrades (new
capabilities) that become available after initial purchase.
(9)Amplitude phase control -- adaptive control algorithm for use with
sine wave command signals including constant sine and blocks of sine.
Performs amplitude control to ensure desired amplitudes are achieved,
also, adjusts the phase of the feedback signal. (10)SERVICE -- Two Day
Installation. Service must be provided locally on-site. (11)Remote
station control pod -- separate control station that permits operator
access to hydraulic controls, interlock indicators, run, stop, and hold
controls, display screen that indicates current control mode and sensor
outputs and function keys, actuator positioning control for specimen
loading and transducer auto-zeroing controls. (12)Multipurpose testware
software package—high level test control software enables
integration of function generation, data acquisition and sequencing to
easily automate complete test automation. On screen setup and editing
of test sequences. Event action tools enables creation of special test
sequences and events based on digital I/O, limit, and peak/valley
change detectors. Test data stored in choice of ASCII, Lotus, or Excel
formats for analysis with different tools. (13)55 Kip Grips --
hydraulic wedge grip set; Force capacity: +/-55 kip dynamic, +/-75 kip
static; adjustable gripping pressure to accommodate a variety of
specimen materials; temperature range: -40 to 250F; mounting thread:
1.5in-12 UNF-2B; Grips must have the capability to accommodate sample
insertion both side and top loaded. (14)Hydraulic intensifier grip
control -- accurately controls pressure to hydraulic grips; controls
pressure from 1000 to 10,000 psi (7 to 70 MPa); requires 3000 psi (21
MPa) oil supply from load unit; requires 60 to 120 psig(0.4 to 0.8 MPa)
pressurized air; Attachment kit-grip with spiral lock washers to
actuator, load capacity of grip is matched to 55Kip actuator;
Attachment kit-grip with spiral lock washers to load cell, load
capacity of grip is matched to 55Kip load cell. (15)Options for 55 Kip
Grips -- wedge set assy:flat, wide/diamond/0.24-0.67 in (1.0-11.8mm),
flat, 4.00in (100 mm)wide; 3.5in (89 mm) high insertion depth; 90
diamond; specimen range: 0.24in to 0.67in (6.1 to 17.0 mm); temperature
range: -40 to 350F(-40 to 177C). (16)Wedge set assy: flat,
wide/diamond/0.59-1.02in (14.9-25.9 mm), flat, 4.00in (100 mm) wide;
3.5in (89 mm) high insertion depth; 90 diamond; specimen range: 0.59in
to 1.02in (14.9 to 25.9 mm); temperature range: -40 to 350F (-40 to
177C). (17)Warranty for 12 months to begin date of installation or
three months from shipment. This procurement is being conducted per
