O'Neill, Contract Specialist, (202) 366-5513 The U.S. Department of Transportation, Research and Special Programs Administration (RSPA) intends to negotiate a sole source acquisition with the National Academy of Sciences (NAS) under authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1, to conduct a three part study that will dialogue with federal agencies, the research community, states, and industry to identify and analyze the most effective approaches to measure the results of research. In addition, this study will help determine how federal agencies may better incorporate and coordinate their research activities in their strategic and performance plans to improve the management and effectiveness of research programs.
