E-MAIL: Linda P. Fitzgerald, L.P.FITZGERALD@larc.nasa.gov. NASA/LaRC is hereby soliciting information for potential sources for Aviation System Analysis Capability. The contract is for research and development to meet specific objectives in three areas that provide the capability to conduct in-depth and wide-ranging analysis of the integrated aviation system. 1. Integrating Executive Operating System: Complete the development of the existing prototype operating system. Develop, implement, test, verify, and deliver an operating system providing a fully integrated, plug-and-play, client-server analysis network and capability. The capability shall be operational via Internet, and implement state-of-the-art design and intelligent interfaces to provide totally integrated, automated and seamless operations of analysis models and databases at colocated or geographically dispersed sites. The capability shall include quick response data retrieval and reporting. The network shall provide: security for sensitive and proprietary information, models, and databases; redundancy to maintain fully operational capability; sufficient capacity to accommodate simultaneous users. Provide System Administration including hardware and software maintenance and operations, user/client services, and problem reporting, tracking, and resolution. Implement sustaining engineering to upgrade operating system hardware and software to maintain compatibility with current computer architecture and Internet protocols and operating systems. 2. Databases and Analysis Methods: Develop, test, validate, and deliver methods to conduct in-depth analysis of the integrated aviation system. Acquire, update or develop aviation-related databases. These databases and methods will be integrated directly with the executive operating system and shall be compatible with existing databases and methods. Requires ability to access and protect product and business information from a broad cross-section of aviation industry organizations. A method shall be developed to analyze flight and ground operations and economics of air carriers, including Regional & Commuter, general aviation, and airports. Methodology shall include the impact of demand forecast on schedule and fleet requirements, impact of aircraft type, airspace requirements, environmental constraints and safety requirements on air carrier operational costs and investments. Methods shall analyze and evaluate air carrier and airport ground operations decisions and the impact of the decisions on expenses, revenue, and resultant profit. A method shall be developed to conduct End-to-End Return on Investment analysis which shall provide ROI analysis of the impact of government investment in aviation-related research and infrastructure and aviation industry investment in research and product development on aviation manufacturing industries, air carriers, airports, and taxpayers. A method shall be developed to analyze new technology product costs which accounts for engineering, development, manufacturing, test, certification, production and operating cost of hardware, software, and avionics. A method shall be developed to assess the impact of introducing new aviation technology and operating procedures on atmospheric emissions. 3. Technology Assessments: Conduct assessments to investigate issues of broad significance to NASA Aeronautics research programs. Assessments provide for or support determination of relative merits of alternative programmatic approaches, aircraft concepts and technologies, airspace utilization, environmental impacts, safety and changing program guidelines. Assessments assist in quantifying measures used in making programmatic decisions as well as providing feedback to the ASAC methodology and database development, maintenance, and sustaining engineering. As such, assessments must provide objective and independent counsel to NASA unencumbered by commercial or political conflicts. The Standard Industrial Classification (SIC) code is 8731 with a size standard of 1,500 employees. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 10 pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged 8 (a), and or woman owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact -- address and phone number).
