Specialist, 202-690-5552 The Office of the Assistant Secretary for
Planning and Evaluation (ASPE) seeks qualified offerors to assist DHHS
in conducting an evaluation of the impact of selected abstinence-only
education programs funded through the abstinence-only education
provisions in Section 912 of the Personal Responsibility and Work
Opportunity Reconciliation Act of 1996. This evaluation is required by
the Balanced Budget Act of 1997, Section 5001(a)(1). The goal of this
contract is to determine the outcomes for youth who participate in
selected abstinence-only education programs to determine the effects of
these programs in achieving key outcomes, including reduced sexual
activity, reduced pregnancy and births and reduced incidence of
sexually transmitted diseases. The period of performance will be
approximately three years. This is an announcement for an anticipated
Request for Proposals. It is anticipated that a cost reimbursement type
contract will be awarded as a result of this solicitation. In order to
expedite the award process and in cooperation with the contracting
office's desire to improve the procurement process, ASPE has elected to
utilize an electronic process accessible through a system located at
the National Institutes for Health. The RFP will be available
electronically on or about May 1, 1998, and may be accessed via the

RESPONSE TO THIS RFP MUST BE SUBMITTED ELECTRONICALLY. INSTRUCTIONS FOR

ELECTRONIC PROPOSAL WILL BE SET FORTH IN THE RFP. All information
required to produce a responsive offer will also be contained in the
electronic RFP package. Following proposal submission and the initial
review process, offerors comprising the competitive range may be asked
to provide additional documentation to the Contract Specialist.
Although the exact response date will be announced in the RFP, the
government anticipates allowing offerors 60 days to respond.This
