source basis with Southwest Research Institiute pursuant to FAR
6.302-3(a)(2)(ii). The government intends to issue a Firm-Fixed-Price
contract (FFP) to participate in the Tri-Service studies on the
behavioral and biological effects of a new non-lethal weapon (NLW). To
aid decision makers in making the difficult choices in acquiring the
best NLW for operational forces, the Human Systems Center (HSC) uses
the Joint Tactical Simulation (JTS) to conduct computer aided exercises
(CAX). One scenario will be built that includes the NLW as part of the
defending force's weaponry. For each scenario, the contractor (Secret
Clearance Required) will assist HSC's staff in creation of the
scenario, the execution of the CAX, and the analysis of the results..
Development of the scenario and presentation of results will require
the contractor to travel to the home organization of scenario
participants on two occasions. After the simulation exercise has been
completed, the contractor will work with HSC staff to develop a report
detailing the analysis of that CAX. The report will capture the
assumptions and methods of analysis as well as the basic conclusions
that may be drawn from the results of the CAX. Notes 22 and 26 apply.
