Services to include site investigation (architectural, structural,
mechanical and electrical), preliminary plan, working drawings and
specifications, cost estimates and construction period services for
Project 529-301 Modify For Bed Conversion, 4E at this VA Medical
Center. Based on the preliminary plan and construction budget, develop
working drawings and specifications for the renovation of the 4th
floor of Bldg. 1. This work includes electrical, mechanical,
architectural, asbestos abatement and site modifications. The project
scope involves the renovation of the 4th floor of Bldg. 1 with the east
wing designated for Nursing Home Care Unit (NHCU)) beds. Design will
accommodate a minimum of 41 NHCU beds. The project will involve the
complete demolition and renovation of up to 29,000 sq. ft. of floor
space. The renovated space shall meet UFAS (Uniform Federal
Accessibility Standards) requirements for handicap accessibility and VA
Facility Planning criteria (H-08-9) for nursing home care units. Design
will include all utilities, HVAC, electrical, fire protection
sprinklers, nurse call systems and all other functions to support a
working nursing home. Completion time for A/E design is 180 calendar
days. The estimated construction range is between $2,000,000 to
$5,000,000. Only firms with prior experience in the design of similar
type projects and those with the professional capacity to complete this
type of work will be considered. Those firms determined to be the most
highly qualified will be rated on the following evaluation factors in
descending order of importance: TEAM PROPOSED FOR THIS PROJECT:
Specific experience/qualifications of personnel proposed, Technical
competence of the firm with similar projects; PREVIOUS EXPERIENCE OF
PROPOSED TEAM: Project Experience on government contracts, Previous
experience with similar projects; PROPOSED MANAGEMENT PLAN:
Professional capacity to perform within time limitations, Plan for
design and construction services; LOCATION AND FACILITIES OF WORKING
OFFICES: Prime firm, Consultants; PROPOSED DESIGN APPROACH FOR THIS
PROJECT: Proposed design philosophy, proposed energy efficiency/waste
reduction, anticipated problems and potential solutions; ESTIMATING
EFFECTIVENESS: Ten most recently bid projects and compare actual
construction cost; MISCELLANEOUS EXPERIENCE & CAPABILITIES: Interior
Design, CADD & Other Computer Applications, Value Engineering & Life
Cycle cost analyses, Environmental & Historic Preservation
Considerations, CPM & Fast Track Construction; AWARDS: Awards received
for design excellence; LITIGATION: Litigation involvement over the
last 5 years and its outcome. The geographical area of consideration is
a 100 mile radius of the VAMC Butler, PA. SIC Code 8712 applies to this
procurement. This is not a request for proposal. Those firms which meet
the requirements are invited to submit two copies of Standard Form 254
and 255 to the Contracting Office no later than Close of Business
