The FISC Norfolk Detachment Philadelphia intends to acquire contractor engineering technical services on behalf of the Naval Aviation Engineering Service Unit. This requirement is for field engineering services in support of various sophisticated weapon systems and associated support equipment designed, developed, and manufactured by the OEM, Lockheed Aeronautical Systems Support Company. The aircraft involved are the C-130, P3, and S3. It is intended to negotiate this requirement on a sole source basis pursuant to 10 USC Code 2304 (c)(1) with the OEM. This requirement is for an estimated 504 man months of service, encompassing 21 tasks in all. These services are to be performed for a base year of 1 January 1999 through 31 December 1999, and an option period of 1 January 2000 through 31 December 2000. This requirement will be covered by a new indefinite delivery quantity labor hour contract or as a provisional extension to the existing contract. This represents the minimum needs of the Government. Interested persons may identify their interests and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 13 June 1998 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
