issue a request for proposals (RFP) for a planned two-year contract to
provide technical assistance to the National Bank of Ukraine (NBU).
The primary objective of this activity is to assist the NBU Bank
Supervision Division, as well as related functions at the NBU such as
accounting and foreign exchange, to: (1) develop the procedures and
staff skills to examine banks on a consistent basis; (2) develop
institutional capacity to deal with problem banks through bank specific
pilot programs and staff training; (3) Develop capacity in off- site
analysis including a systematically used early warning system; and (4)
further refine the strategic plan for the Bank Supervision Division
and the ability of the senior managers to implement this plan. Work
requirements, expected results, progress benchmarks and other
requirements will be detailed in the RFP. A term (level of effort) type
of contract is planned to cover a two year period, including any
options. Funds are not currently available for this planned contract.
In anticipation of funds being made available during the current fiscal
year, USAID/Kiev is beginning the competitive process. An award of the
contract is contingent on the availability of funds. The SIC Code for
this acquisition is 8742. Award to other than a small business concern
will require a satisfactory small, small disadvantaged and women-owned
small business subcontracting plan per FAR 52.219-9. Business concerns
which have requested the RFP and identified their name and address to
the contracting officer will be listed in an attachment to the RFP.
Concerns which have identified themselves as small business concerns,
small disadvantaged business concerns and women-owned small business
concerns will also be indicated as such on the list; the
self-description will not be verified by USAID. The preferred method of
distribution of USAID procurement information is via the Internet or by
request of a solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2

Web Site. The RFP, once issued, can be downloaded from the Agency web

confirmed by written notification to the contact person noted above. It
