william.dorwart@sba.gov. The U.S. Small Business Administration (SBA)
intends to solicit proposals (on a small business set aside basis) for
outside legal services associated with the sale of assets selected for
the Asset Sales Program. Over the life of the program, SBA may sell up
to $10 billion in loans and owned assets such as small commercial
bulding, single family residences, and vacant land parcels; furniture,
fixtures, equipment, etc. It is expected that multiple awards will be
made. SBA expects to engage one or more eligible Small Business
outside legal services contractors for each transaction, after a
competitive round of cost proposal and technical plan evaluations
amoung the successful awardees of the contract itself. The services
will include assisting asset sales teams in the development of legal
documents, review of materials presented to the potential investors,
and addressing legal issues that may arise with particular assets or
with the overall program itself, when directed to do so by the Office
of GeneralCounsel. Additionally, the contractor will lead the efforts
to close the transaction with the successful purchaser(s). The SIC code
for the outside legal services is 8111. Offerors must have a high
degree of substantive legal expertise and experience in providing legal
services to a seller of asset portfolios (federal government experience
in providing legal services to a seller of asset portfolios (federal
government experience is a plus). It is expected that issues may arise
in the area's of Securities, real estate, UCC, tax, environmental, and
commercial law. The law firm submitting a proposal must demonstrate the
capability of handling a large volume of legal work expeditiously that
may be national in scope. The estimated issuance day of the RFP
(8.7024.0014) will be approximately fifteen calender days from the
issuance date of this synopsis, with the proposals due appoximately 45
days from the date of request for proposals. Requests for copies of

The solicitation may also be available on the SBA website, at
"www.sba.gov" Interested parties are encouraged to make email requests
to become a potential offeror and to download the solicitaion from the
