International Development/ Guatemala-Central American Programs
(USAID/G-CAP), under the Labor Component of the Program Supporting
Central American Participation in the Free Trade Area of the Americas
(named PROALCA -its acronym in Spanish), is interested in providing
assistance to a United States or Central American Organization, through
a Cooperative Agreement to improve labor relations in the Central
American countries. This will promote the integration of the Region
into Global Markets by improving the effectiveness of labor rights
enforcement and increasing productivity. The decision to modernize
Central American labor sectors as part of the governmental response to
the establishment of the Free Trade Area of the Americas by 2005 is
consistent with PROALCA's strategic objective: "To Increase Central
America's Participation in Global Markets". Organizations should
include any prior experience supporting institutional strengthening and
reform programs in any of the Central American countries; and sound
knowledge of labor and economic integration issues is highly desired.
