Upgrade, Repair/Replace Base Infrastructure for the Montana Air
National Guard, Great Falls, Montana consisting of Electrical and
Communications distribution, Natural Gas distribution, and Water
distribution. Work consists of removing the majority of all three-phase
overhead power poles, transformers, and associated overhead primary
electric equipment. Overhead removal operations will provide for the
installation of new primary underground electric #2 15 Kv cable which
will amalgamate all other primary electric cable which is currently
underground. The underground primary electric construction will include
such operations as placing 4" schedule 40 PVC conduit, installing
padmount metering and switchgear, installing new pad transformers
ranging in size from 75 KVA to 300 KVA, ringing-out and tagging
existing cable lines, and installing new fault indicators. The primary
emphasis of communications distribution will be to improve various
existing communication deficiencies that include the relocation and
merging of all overhead communications distribution wiring with
existing underground fiber optics, placing cast-in-place concrete
communications vaults and transformer pads, and installing
approximately 3,000 LF of 4" PVC and GRC conduit. Work on the natural
gas distribution system will concentrate on trench excavation and
backfill for the installation of approximately 1,700 LF of new 6"
plastic pipe. Installation of the new gas line will require significant
traffic coordination efforts including construction staging and daily
work operations. The majority of the new 6" plastic pipe will have to
be installed under the base's main arterial for operational and
pedestrian traffic. Construction efforts will not include the removal
of the existing antiquated gas line, as this is scheduled to remain in
place. Water distribution work will include the replacement of the
existing main water meter and vault, earthwork to excavate and remove
the existing precast water meter vault and install a new 12' X 8' X 7'
vault. The work will also include the installation of the meter pit
assembly, various reducers, 10" ductile iron pipe, along with a 10"
gate valve box. The water meter will be furnished by the Government and
installed by the contractor. Sitework operations will include trench
excavation and backfill, asphalt and concrete sawcutting and disposal,
hot mix asphalt concrete paving, hard grading earthwork finishing,
portland concrete cement paving, curb and gutter replacement, and sod
installation. The estimated magnitude of the project is between
$1,000,000 and $5,000,000 with completion within 300 calendar days of
the notice to proceed. The Standard Industrial Classification is 1623.
Bid documents are anticipated to be available on or about 45 days from
this notice. Only written requests for drawings and specifications,
accompanied by a check in the amount $50.00 will be accepted. Make
check or money order payable to United States Treasury, and mail to the
Contracting Officer at the address shown above. This is a
non-refundable charge. All requests must indicate business size and
minority status. Telephone requests for bid packages and bidder mailing
list will not be accepted. A firm fixed-price contract will be awarded
to the lowest responsive, responsible bidder as a result of this
solicitation. This solicitation is advertised on an unrestricted basis.
