This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 53SBNB860059 is being issued as a request for quotation (RFQ) using Simplified Acquisition Procedures. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. This acquisition is a total small business set-aside under SIC code 3357 and the related small business size standard 1000 employees. The Contract Line Item Numbers (CLIN), quantities, and unit of issue are as follows: CLIN 0001, Signal Cables -- 60 feet long, RG-174, Lemo connectors FFS00250NTCE31 at each end -- should be labeled at both ends from 0001 to 1000, One Thousand (1000) each; CLIN 0002, Four Conductor Cables -- 60 feet long -- Alpha (#3304) 4/c 28 Awg., Eighteen (18) each; CLIN 0003, Four Conductor Cables -- 34 inches long -- Alpha (#3304) 4/c 28 Awg., Nine Hundred Six (906) each; **NOTE: LEMO CONNECTORS FFA1S304CLAC52 TO BE USED AT BOTH ENDS ON ITEMS 0002 AND 0003. NIST WILL PROVIDE 750 CONNECTORS. IN THESE, CHANGE THE COLLETS TO THE CORRECT SIZE.** CLIN 0004, High-Voltage Cables -- 41 inches long -- RG-59 with MHV connectors at one end and SHV connectors at the other end, Two Hundred Twenty (220) each; CLIN 0005, High-Voltage Cables -- 38 inches long -- RG-59 with MHV connectors at one end and SHV connectors at the other end, Six-Hundred Fifty (650) each; CLIN 0006, High-Voltage Cables -- 29 inches long -- RG-59 with SHV connectors at both ends, Thirty-Five (35) each. **NOTE: ALL MHV AND SHV CONNECTORS ARE TO BE KINGS, AMP OR EQUIVALENT SUBJECT TO APPROVAL BY NIST**. All cables and connectors shall be tested by the vendor prior to delivery. Vendor shall provide written certification that these tests have been performed and that all cables and connectors have passed the tests. These tests will verify the following: 1) Four conductor cables: a) Pins 1/2/3/4/ be isolated from each other; b) Pins 1/2/3/4 be isolated from their shield; c) Continuity of pins 1/2/3/4, i.e., pin 1 to pin 1, etc. 2) Coaxial cables: a) Center conductor continuity; b) Center conductor isolated from shield; c) Shield continuity, i.e., plug to plug. Responses are due on or before May 4, 1998. Required Delivery: The vendor shall deliver all line items FOB Destination, no later than 8 weeks after purchase order award at NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899. Vendors may offer a shorter delivery time which will be considered during evaluation. The provisions at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items applies to this acquisition. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical capability to meet the agency need, 2) Delivery Time, and 3) Price. The Government reserves the right to award multiple purchase orders on a item-by-item basis, however, vendors may submit quotations for all-or-none pricing. In addition to the other factors, quotes will be evaluated on the basis of advantages and disadvantages to the Government that might result from making one or more award(s). It is assumed, for the purpose of evaluating quotes, that $100 would be the administrative cost to the Government for issuing and administering each purchase order awarded under this solicitation.
