Thomsen (303) 236-9443 The National Incident Radio Support Cache (NIRSC) at the National Interagency Fire Center has a requirement for the following items, which BLM intends to procure on a sole source basis from Motorola, Inc.: 1. Communications analyzer, Motorola R-2670A 7 EA 2. Hardware module, Motorola CM-701 10 EA 3. Compliant transmission format, Motorola CM-713-P-25 10 EA 4. Service Manual, Motorola RLN-4120C 1 EA 5. Service Warranty (to include annual calibration) 10 EA 6. Upgrade for Motorola R-2600A to Motorola R-2670A 3 EA 7. Retrofit Installation -- test and calibration (upgrade) 3 EA REQUIRED TECHNICAL CAPABILITIES: (1) In addition to making analog measurements, the service monitors must be capable of testing the following digital formats: (a) complete Project 25 protocol, which includes compatible FDMA digital C4FM modulation and either C4FM or CQPSK demodulation with vocoding and embedded data testing (b) BER (Bit error rate) testing. Test capability, 1011 Hz tone test pattern, and a calibrationtest pattern 5% BER for making BER measurement of unit under test. (c) Upgradeable to digital audio encryption with modulation and demodulation vocoding. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 13.602. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by June 04, 1998 will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
