This is Amendment 0002 to the synopsis / solicitation N00421-98-R-1180 for Synchro / Resolver Simulators which appeared in the CBD on Monday, March 30, 1998, Submission No. 184181. Amendment 0001 appeared in the CBD on Thursday, April 16, 1998, Submission No. 190500. The purpose of this amendment is to designate a uniform pricing structure to be used in all proposals. The CLIN structure should be modified from how it appeared in the initial synopsis / solicitation to the following: CLIN 0001, Base Year: Months 1 through 12, a quantity of 20 Synchro / Resolver Simulators; North Atlantic Instruments Model # 5300-S3412 or equal. The contractor shall meet all of the minimum salient requirements for CLIN 0001 as stated in the original synopsis / solicitation. CLIN 0001AA -- Quantities of 1 to 10 units; CLIN 0001AB -- Quantities of 11 to 20 units. CLIN 0002, Base Year: Months 1 through 12. INSTRUCTION AND TECHNICAL MANUALS IN SUPPORT OF CLIN 0001. 1.0 A technical manual shall be supplied and included with the offer for each SRS. FAR 52.217-5 Evaluation of Options (JUL 1990) is incorporated by reference and applies to this acquisition. For purposes of evaluating price proposals, the Government plans to use the quantity that best represents the Government's estimated quantity requirements at the time of solicitation. At present, the Government plans to use the following CLIN quantities for evaluation purposes only: SUBCLIN0001AA -- 5 units, SUBCLIN 0001AB -- 15 units; SUBCLIN 0003AA -- 5 units, SUBCLIN 0003AB -- 15 units; SUBCLIN 0005AA -- 5 units, SUBCLIN 0005AB -- 15 units; SUBCLIN 0007AA -- 5 units, SUBCLIN 0007AB -- 15 units; SUBCLIN 0009AA -- 5 units, SUBCLIN 0009AB -- 15 units. Offerors shall provide prices at the SUBCLIN level only for CLINS 0001, 0003, 0005, 0007, and 0009. CLINS 0002, 0004, 0006, 0008, and 0010 should be "not separately priced." The Government may reject an offer if it is materially unbalanced as to the prices for various option quantities. Offers shall either be submitted on the SF1449 or on letterhead stationery, and shall include the following: Schedule of Supplies, technical literature and/or documentation descriptive of the product, FAR clause 52.212-3 and DFAR clause 252.212-7000.
