Request for Offer (RFO)5-58282/241 for the acquisition of piece part
assemblies, Sunpower Inc. Model No. M77, or equal, with active counter
balancer, but without drive electronics for eight cryocoolers. The
coolers shall (1) be capable of supplying 4 watts of cooling at 77
Kelvin with no more than 100 watts of input power and with a heat sink
temperature at the cooler interface of 30 decrees centigrade, (2)
capable of being mounted such that the heat generated by the cooler can
be conductively removed from the cooler while maintaining an adequately
cool heat sink to meet requirement 1, (3) when operating with
appropriate electronics, the cooler must be capable of being operated
at 100 watts of input power and still have residual vibration in any
axis of less than 3 newtons peak force at the cooler operating
frequency, (5) the cooler mounting system shall be constructed such
that the cooler can be vibrated at 14.2 Grms while mounted to a
adequately sturdy structural support. and (6) the cooler shall have a
mass of no greater than 5 kg. Additional specifications are contained
in the RFO. The system shall be F.O.B. delivered to NASA/GSFC within
five months after contract award. The procurement is being conducted
under the NASA MidRange Pilot Test Program approved by the Office of
Federal Procurement Policy. The Government intends to acquire a
commercial item using FAR Part 12 and selection will be made based on
Best Value criteria. This procurement is a total small business
set-aside. See Note 1. The SIC Code and Size Standard are 3679 and 500
employees, respectively. The DPAS Rating for this procurement is
DO-C9. The provisions and clauses in the RFO and model contract are
those in effect through FAC 97-4. All qualified responsible sources may
submit an offer which shall be considered by the agency. The
anticipated release date of the RFO is on or about May 5, 1998 with an
anticipated offer due date of on or about June 5, 1998. An ombudsman
has been appointed -- See Internet Note "B". The solicitation and any
documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide Web
(WWW) server, which may be accessed using a WWW browser application.
