combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. The announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This solicitation is being issued as a Request for Quotation
(RFQ) #CU9807, the provisions and clauses incorporated are those in
effect through Federal Acquisition Circular (FAC) 97-03. This
solicitation is under the Simplified Acquisition Procedures (SAP) and
is unrestricted. The Standard Industrial Classification (SIC) Code is
3829, and the Business Size Standard is 500 employees. This will be a
Firm-Fixed Price Contract. The Federal Bureau of Investigation intends
to negotiate on a sole source basis with Quantrad Sensor, Santa Clara,
California, 95054 for a Scout Multi-channel Analyzer known as the GAMMA
Scout 512-2 -- Qty of (2) is needed and the following accessories are
required: (2)- SC-NP1 Neutron Detector 1"x2mm Li6I (Eu) with integrated
HV supply and amplifier; (2)-SC-SM-PU Pu-Mater Software Version 1.0;
(20- SC-SM-U U-Master Software Version 1.0; (2)- SC-SHD12 High Z/Low Z
Shielding Kit for SC-GX1x2 Probe; (2) -- SC-BRK Battery Replacement
Kit for SCMCA256; (2)- SC-GX1x2 Na1 1"x2" Gamma Probe with integrated
HV supply and amplifier. The analyzer required shall meet the following
specifications: 1. Must be programmable in standard DOS; 2. Must have
a standard Serial Port that is RS-232 9-pin connector and interfaces
with standard PC.; 3. Have total weight that is equal to or less than
two (2) pounds, 4. Have minimum of 512 channels; 5. Dimensions be of
4.5" x2" x7.5" or less; 6. Be compatible with probe and detectors for
alpha, beta, gamma, and neutron radiation, and probes of several levels
of sensitivity; 7. Must have computer supported library of nuclear
spectroscopy data, capable of being edited by user; 8. Have self
contained power source, rechargeable at least 200 times, and operating
time between charges of a least 8 hours; 9. Be capable of storing at
least 240 individual recorded and serialized spectra data points; 10.
Be supported by self contained 8 bit Microcomputer with at least 128 K
RAM. This purchase is being done on a sole source basis because this
is the only known manufacturer of a nuclear radiation detector, capable
of both sophisticated qualitative and quantitative recorded data of
radiation spectra. Interested parties may submit a proposal in which
they identify their interest and capability. All proposals received by
the closing date of this notice will be considered by the Government
solely for the purpose of determining whether to initiate a competitive
procurement. The Government reserves the right to process the
procurement on a sole source basis based upon the responses received.
Warranty Period-one year after acceptance -- Destination -- FOB --
Delivery shall be FBI, Quantico, VA -- The following clauses
areincorporated by reference and apply to this acquisition: FAR
52.212-4 Contract Terms and Conditions-Commercial Items (Aug 1996); and
FAR 52.212-5 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items (Aug 1996). Each
offeror shall include a completed copy of the FAR provisions at
52.212-3, Offeror Representation and Certifications (June 1996) with
its offer. All responsible sources may submit a proposal which, if
timely received, shall be considered by the Government. The Government
will award to the responsible offeror whose offer conforming to this
solicitation will be most advantageous to the Government, price and
other factors considered. Technical acceptability will be determined
solely on the content and merit of the information submitted by the
offeror in response to this notice. A technically acceptable proposal
must clearly show that the offeror can meet the minimum requirement of
