solicitation/RFQ for commercial items prepared in accordance with the
format in FAR Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; quotes are being requested and a written solicitation
will not be issued. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). The purpose of this
procurement is to acquire for the Government one (1) Infrared Camera
System to be used by the Reliability Centered Maintenance (RCM) group.
The Camera system shall have the following listed
characteristics/capabilities: (1) Uncooled microbolometer focal plane
array detector, optimized for long wave (7.5-13 microns). (2) 14 bit
analog to digital converter. (3) Environmentally sealed to IP 54 and
NEMA 13 ratings. (4) Environmental range: -15 degrees C to 50 degrees
C. (5) Dynamic range: -20 degrees to 500 degrees C. (6) Measurement
accuracy: + or -- 2 degrees C. (7) Thermal sensitivity: 0.1 degrees C
at 30 degrees C. (8) Internal temperature stabilization. (9) Internal
calibration reference. (10)Automatic atomospheric transmission
correction for distance, atmospheric temperature, and humidity.
(11)Interchangeablity of lenses. (12)Standard lens with 24 degree X 18
degree field of view. (13)Telephoto lens (12 degree). (14)Continous 1
to 4X electronic zoom. (15)Color viewfinder. (16)External LCD color
viewer, (4-inch). (17)Non-interlaced image. (18)Ability to designate an
area on the screen and display maximum, minumum, or average temperature
within the area. (19)Moveable crosspoint spotmeter for temperature
measurement within live or stored image. (20)Digital voice annotation
capability to imbed audio with stored image. (21)Parameters to be
stored with image. (22)Removable PC-card for image storage with minimum
of 500 images/audio/parameters per card. (23)Digital video output with
cable. (24)Internal Metal Hydride Battery: 4 each. (25)Battery
charger. (26)AC power supply. (27)Reporting software; Windows 95 and
Windows NT compatible. (28)Standard Commercial Warranty. The Infrared
Camera System shall include a shipping/carrying weather resistant case
and 2 each system operating manuals. The government requires on-site
system installation and Operator training for three (3) people.
Acceptance of trade-in camera and allowed pricing difference by
contractor, will be considered in quote. Existing Camera for trade:
Flir Systems Inc., Prism II, P/N 9500-7000-60, S/N 7000191, with 25
degree lens. The provisions and clauses in the RFQ are those in effect
through FAC 97-04. This procurement is a total small business
set-aside. See Note 1. The SIC code and the small business size
standard for this procurement are 3823 and 500 employees, respectively.
The quoter shall state in their quotation their size status for this
procurement. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery to NASA
Ames Research Center is required within 60 days ARO.Delivery shall be
FOB Destination. The DPAS rating for this procurement is DO-C9.
Quotations for the items(s) described above shall be mailed or faxed to
the identified point of contact, (Michael J. McIntyre, NASA Ames
Research Center, Plant Engineering Branch (JFP), M/S: 19-11, Moffett
Field, CA. 94035-1000 or FAX: (650)604-7354), by the date/time
specified and include, solicitation number, FOB destination to this
Center, proposed delivery schedule, discount/payment terms, warranty
duration (if applicable), taxpayer identification number (TIN),
identification of any special commercial terms, and be signed by an
authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items
form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

applicable. FAR 52.212-5 is applicable and the following identified
clauses are incorporated by reference. The applicable clauses are:
52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3,
52.225-9, 52.225-21, 52.222-41, and 52.222-42. Questions regarding this
acquisition must be submitted in writing no later than May 8, 1998.
FAX: (650)604-7354. Quotations are due by 03:00PM, PDST, May 29, 1998
to the address specified above. Selection and award will be made (on an
aggregate basis) to the lowest priced, technically acceptable quoter.
Technical acceptability will be determined by information submitted by
the quoter providing a description in sufficient detail to show that
the product quoted meets the Government's requirement. Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications Commercial Items with their quote. See above for where
to obtain copies of the form via the Internet. An ombudsman has been
appointed -- See Internet Note "B". Prospective quoters shall notify
this office of their intent to submit a quotation. It is the quoter's
responsibility to monitor this site for the release of amendments (if
any). Potential quoters will be responsible for downloading their own
copy of this combination synopsis/solicitation and amendments (if any).
