This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in the Federal Acquisition Regulation
(FAR), Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation, proposals are being requested and a written solicitation
will not be issued. Solicitation Number N00421-98-R-1118 is issued as
a Request for Proposal (RFP). The incorporated document and provisions
and clauses are those in effect through Federal Acquisition Circular
97-04 and Defense Acquisition Circular 91-12. The applicable SIC is
3861 and is set aside 100% for small business with less than 500
employees. The NAWCAD intends to procure fifty-four Photo Sonic 1-PL
Camera Systems (Series 3000). The requirement consists of the specific
equipment detailed below, as listed by Contract Line/Subline Item
Number (CLIN/SUBCLIN): Note -- For each respective CLIN/SUBCLIN, a
Photo Sonic Part Number (P/N) is listed, as well as minimumsalient
characteristics. The salient characteristics describe the minimum
equivalent (to the Photo Sonics P/N) required. The contractor shall
meet the minimum salient characteristics in all cases. The list of
contract line/subline items that shall be discretely priced in this
solicitation is as follows: 0001AA, 0001AB, 0002, 0003, 0004, and 0005.
CLIN 0001 under this solicitation is for Photo Sonic 1-PL Film Camera
Series 3000. SUBCLIN 0001AA is to be priced for a quantity of twelve
Photo Sonic 1-PL Cameras (AC) with P/N 70-1325-100. The contractor
shall meet all of the minimum salient characteristics for SUBCLIN
0001AA as follows: (1) Frame Rate: Continuous variable frame rate from
ten to five hundred fps. Accuracy +2% or +2% frames, whichever is
greater. (2) Shutter: Variable shutter with openings from 7.5 degrees
to 160 degrees. (3) Shutter Correlation Pulse: Required. (4) Shutter
Phase Adjustment: Variable shutter phase shift from 0 degrees to 259
degrees. (5) Aperture Size with LED Head: .296" X .380" (USA PH 22.7 --
1964). (6) Timing Lights: Two FLV-104 LEDs mark film 11 frames after
reference frame. (7) Timing Pulse Generator: Pulse rates of 10, 100 and
1000/ second and driving one LED. (8) Motor (AC): 115VAC, +10V, 50-400
Hz, 5A surge & 3A continuous, polarity protected. (9) Mounting: Top,
Bottom, and side mounting provisions; 3/8 -- 16, with 1/4 -20 insert
for tripod. (10) Lens Mount: "C" lens mount (USA PH 22.76), Threaded so
that the focusing and iris index always appear on the left side of the
camera. (11) Heater (AC): 115 VAC, thermostatically controlled with
automatic cut-off at camera start and magazine removal. (12) Safety
Switch: Runout switch required to shut down camera when film runs out.
(13) Film Capacity: 200, 400, and 1200 foot daylight loading magazine.
(14) Weight: Not to exceed 6 lbs. (15) Dimensions: NTE 5.75"H x 5.5"W
x 8.5"L. (16) Camera Dust Cover: Required. (17) Connectors: D3
8999/26WE-26Pin, required. SUBCLIN 0001AB is to be priced for a
quantity of forty-two Photo Sonic 1-PL Cameras (DC) with P/N
70-1325-200. The contractor shall meet all of the minimum salient
characteristics for SUBCLIN 0001AB as follows: (1) Frame Rate:
Continuous variable frame rate from ten to five hundred fps. Accuracy
+2% or +2% frames, whichever is greater. (2) Shutter Correlation Pulse:
Required. (3) Shutter Phase Adjustment: Variable shutter phase shift
from 0 degrees to 259 degrees. (4) Aperture Size with LED Head: .296"
X .380" (USA PH 22.7 -- 1964). (5) Timing Lights: Two FLV-104 LEDs mark
film 11 frames after reference frame. (6) Timing Pulse Generator: Pulse
rates of 10, 100 and 1000/ second and driving one LED. (7) Motor (DC):
28VDC, +4V, 24A surge & 12A continuous, polarity protected. AC type
camera shall include a DC converter for FDRS and AEC power. (8)
Mounting: Top, Bottom, and side mounting provisions; 3/8 -- 16, with
1/4 -20 insert for tripod. (9) Lens Mount: "C" lens mount (USA PH
22.76), Threaded so that the focusing and iris index always appear on
the left side of the camera. (10) Heater (DC): For DC Camera: 28VDC,
200 watts, thermostatically controlled with automatic cut-off at camera
start and magazine removal. (11) Safety Switch: Runout switch required
to shut down camera when film runs out. (12) Film Capacity: 200, 400,
and 1200 foot daylight loading magazine. (13) Weight: Not to exceed 6

CLIN 0001. CLIN 0002 under this solicitation is for fifty-four Photo
Sonic Data Heads 7-Segment with P/N 70-1262. The contractor shall meet
all of the minimum salient characteristics for CLIN 0002 as follows:
LED matrix 7-segment, 10 digits (9 time, 1 code) END CLIN 0002. CLIN
0003 under this solicitation is for fifty-four Photo Sonic Variable
Shutters with P/N 61-1136 BSC. The contractor shall meet all of the
minimum salient characteristics for CLIN 0003 as follows: (1) Shutter:
Variable shutter with openings from 7.5 degrees to 160 degrees. END
CLIN 0003. CLIN 0004 under this solicitation is for fifty-four Photo
Sonic Digital Flight Data Recording System Drivers with P/N
70-1555-100. The contractor shall meet all of the minimum salient
characteristics for CLIN 0004 as follows: (1) Controls: Frame rate,
Phase sift, Test switch, LED exposure control. All controls accessible
from rear of camera. (2) Current: +11.5Vdc to 30.0Vdc, 15 watts
maximum; 50mA standby, operating peak. (3) INPUT-IRIG: (3A) IRIG Input
through camera connector. (3B) Format: IRIG B Standard serial time
code (IRIG document 104-70). (3C) Signal Amplitude: 1 volt p-p to 16
volt p-p. (3D) Carrier Frequency: 1.000 Khz. (3F) Frequency Accuracy:
+100 parts per million. (3G) Clock Accuracy (no IRIG input): +10 parts
per million. (4) INPUT- EVENT: (4A) Format: Requires contact closure
or open collector transistor drive to ground from a positive voltage
pull up. (4B) Input Protection: Diode clamps to ground and +5.0 volts
with 10K ohms series-limiting resistor. (4C) Timing: Signal must be ON
morethan 10ms prior to the correlation pulse. (5) INPUT- CORRELATION:
(5A) Format: Optocoupler requires open collector transistor drive to
ground from a positive voltage pull-up. (5B) Minimum Pulse Width:
1Omsec. (5C) Timing: Initiates the digit scan. Film must be stable for
at least 50msec from leading edge on signal. (5D) Maximum Frame Rate:
500 frames per second. (6) Outputs: Multiplexed driver, LED matrix
7-segment, 10 digits (9 time, 1 code). END CLIN 0004. CLIN 0005 under
this solicitation is for fifty-four Photo Sonic Magazines (film
16mmX200 camera) with P/N 61-1000. The contractor shall meet all of the
minimum salient characteristics for CLIN 0005 as follows: (1) Film
Capacity: 200 foot daylight loading magazine. (2) Film Transport:
Intermittent, two register pins and two pull down pins with film held
captive in aperture gate at all times. (3) Film Specification: Use both
.3000" pitch (USA PH 22.5 -- 1953) and .2994" pitch(USA PH 22.10 --
1965), both 4 and 6 mil with no adjustments. (4) Dimensions: NTE 4"H x
1.5"W x 7"L. (5) Weight: NTE 5 pounds. END CLIN 0005. The contractor
shall also meet all of the minimum environmental specifications for
CLIN's 0001 through 0005 (including all SUBCLINS) in order to be
eligible for award. The minimum environmental requirements are as
follows: (1) Operating Temperature: -40 C (with heaters) Method 502.2,

contractor shall deliver CLIN's 0001 through 0005 within 120 days after

M/F: Ray Fredericks (5.4.2.1). Inspection and Acceptance shall be made
at destination. FAR 52.212-1 Instructions to Offerors Commercial Items
(APR 1998) is incorporated by reference and applies to this
acquisition. The provision at 52.212-2 Evaluation Commercial Items (OCT
1997) does not apply to this acquisition. Instead, the following
information will be used for evaluation of offerors: an award shall be
made to that responsible offeror submitting a technically acceptable
proposal and offering the lowest evaluated price. Price shall be the
deciding factor among the technically acceptable proposals. To be
technically acceptable, the offeror's technical proposal must be
evaluated as technically acceptable for each of the requirements listed
above. Technical acceptability will be determined solely on the content
and merit of the information submitted in response to this provision.
Therefore, it is incumbent on the offeror to provide sufficient
technical literature, documentation, etc. in order for the Government
to make an adequate technical assessment of the proposal. The price
proposal shall be evaluated on the overall lowest price to the
Government. A written notice of award or acceptance of an offer, mailed
or otherwise furnished to the successful offeror within the time for
acceptance specified in the offer, shall result in a binding contract
without further action by either part. Before the offer's specified
expiration time, the Government may accept an offer(or part of an
offer), whether or not there are negotiations after its receipt, unless
a written notice of withdrawal is received before award. Each offeror
shall include a completed copy of the provision at FAR 52.212-3,
Offeror Representations and Certifications Commercial Items (JAN 1997)
with its proposal. Additionally, each offeror shall include in their
proposal a completed copy of Defense FAR Supplement (DFARS) provision
252.212-7000, Offeror Representations and Certifications -- Commercial
Items (NOV 1995). FAR 52.212-4 Contract Terms and Conditions
Commercial Items (APR 1998) is incorporated by reference and applies to
this acquisition. The clause at 52.212-5 Contract Terms and Conditions
Required to Implement Executive Orders Commercial Items (APR 1998) is
incorporated by reference, however, for paragraph (b) only the

DATA REQUIREMENTS LIST WARRANTY The contractor shall extend to the
Government full coverage of any Standard Commercial Warranty normally
offered to a similar commercial sale. Acceptance of the Warranty does
not waive the Government's rights under the Inspection Clause, nor does
it limit the Government's rights with regard to the other terms and
conditions of this contract . In the event of a conflict, the terms and
conditions of this contract shall take precedence over the warranty.
The warranty period shall begin upon final acceptance of the applicable
