69 -- UPGRADE OF FLIGHT SIMULATORS IN KOREA, UH-60, CH-47 SOL N61339-98-R-0016 DUE 071798 POC Bill Kingsley, Contract Specialist (407) 380-4308, Barbara Ladd Contracting Officer (407) 380-4099 The U.S. Army Simulation, Training, and Instrumentation Command (STRICOM) has an operational requirement to procure a one-time upgrade to the Eighth U.S. Army's (EUSA's) existing flight simulation training devices in Korea. This includes the UH-60A/L Black Hawk Flight Simulator (FS), and the CH-47D Chinook Flight Simulator, the AH-64 Apache Combat Mission Simulator, and associated hardware and support. EUSA has an operational requirement to provide each of its aircraft training simulators now equipped with the Army TACtical Digital Image Generator (ATACDIG) the capability to display imagery from a common, geographically specific (geo-specific) visual database of Korea. The subject devices will have the existing ATACDIG visual systems replaced with state-of-the-art visual image generation systems capable of presenting geo-specific, out-the-window and sensor imagery. The integration of the tactical simulation and visual capabilities must be completed without degradation to the existing capabilities of the devices. Additionally, associated host simulation computers will be upgraded (where applicable) with state-of-the-art computer systems. The following objectives must be implemented: CH-47 FS Upgrades:. a. Upgrade the Image Generator System. b. Upgrade the Instructor Station (IOS). c. Provide a Geo-Specific Database of Korean Demilitarized Zone (Geo-Specific Area to be defined). d. Upgrade the electronic navigation system to the AN/ASN-128B Doppler/GPS navigation system. e. Incorporate the Single Channel Air to Ground Radios (SINCGARS) and HAVE QUICK Radios. f. Upgrade the Water Cooled Display System. g. A manual switching function shall be provided to allow the selection of conventional training mode utilizing the Image Generator. UH-60 FS Upgrades:. a. Re-host the Computer System. b. Upgrade the Image Generator System. c. IOS modification to enhance reliability. d. Incorporate the Single Channel Air to Ground Radios (SINCGARS) and HAVE QUICK Radios. e. Integrate the Multiple Delivery Mine System (M-139 VOLCANO). f. Add a Power Control Lever (PCL) Quadrant. g. Incorporate a Night Vision Goggle (NVG) Compatible Master Warning Panel Assembly. h. Provide a Geo-Specific Database of Korean Demilitarized Zone (Geo-Specific Area to be defined). i. Integrate the AN/ASN-128B Doppler GPS navigation system. j. Upgrade the Fuel Panel. k. A manual switching function shall be provided to allow the selection of conventional training mode utilizing the ATACDIG and the new Image Generator. This procurement will utilize a Statement of Objectives (SOO) vice the standard Statement of Work and Specification developed by the government. The contractor will be responsible for generating a Performance Specification and CDRLs to support the effort. The proposed contract will be firm-fixed-price with a budget ceiling of $11.6M. Funding is not available for the AH-64 Apache Combat Mission Simulator upgrade. A Pre-solicitation Conference is planned and will be announced with the "Draft" RFP. This procurement will be full and open competition. The small business size standard is SIC 3699, 750 employees.
