A commercial enterprise publication of the installation guide and telephone guide published to provide information of the US Air Force Academy (USAFA) mission, installation, community services available, local geography, history; and related information. The publications are subject to the requirement of Department of Defense Instruction 5120.4, as supplemented. The publisher shall use the name USAFA Installation Guide and USAFA Telephone Guide. The each guide shall be produced in magazine format. No more than 60 percent of the total publication shall be advertising, which shall follow the editorial content. The size shall be no less than 8 by 10.5 inches with 35 sequential pages of editorial material, beginning after the front cover page, devoted exclusively to copy and photo art supplied by the Public Affair Office. Four Color photographs shall be used on front and back cover an on a minimum of one-half of inside editorial (Public Affairs supplied) pages. Spot color will available on all remaining editorial pages. Public Affairs shall furnish or approve all editorial material, headline outlines, photographs, line art, and telephone information. The publisher shall bear all costs and expenses associated with soliciting advertisements publishing and printing the USAFA Installation Guide and USAFA Telephone Guide. All proceeds from the sale of advertisement for the guides belong to the publisher. The contract consists of one basic year (date of award through 31 Mar 99) and four options years (1 Apr through 31 Mar). The publisher shall furnish the Public Affairs Directorate 2,500 copies of the installation guide and 7,500 copies of the telephone guide by 30 Dec 98. Ten thousand copies will be delivered during each option year if exercised on 30 Dec. This contract may be extended by unilateral decision of the USAFA on a year to year basis commencing on 1 Mar 99 for a total not to exceed five years, ending 28 Feb 2003.
