CLIN 0001, 35,000 each, CLIN 0002 Option quantity 10,000; CLIN 0003
Option Quantity 10,000; CLIN 0004 Option quantity 10,000. Smart Cards
in accordance with specification listed below. Request for Proposals
are being solicited on a full and open competition basis using a SOW in
order to award a firm-fixed price with options. The period to exercise
the options is 180 days from award date of contract. Deliveries of the
system will start 74 days after effective date of contract. Delivery of
options will be 74 days from date options are exercises. Delivery shall
be FOB Destination to Crane IN. SIC code 3577 number of Employees 1000.
Inspection and acceptance shall be within 30 days at Destination. This
is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-04, DAC 91-13, NAPS 97-4, NAVSEA CLAUSE
BOOK CHANGES THRU 93-4 & NAVSEA Procurement Policies & Guidance through
98-34). The following provisions apply to the solicitation: 52.212-1,
Instructions to Offerors-Commercial; Addendum 1; Paragraph D-Delete;
Paragraph E-Delete; Paragraph G -- Add-Award may be made without
holding discussions; Paragraph H-Delete; Add Paragraph J -- Faxed
quotes are acceptable (Fax to 812-854-3465 or 812-854-5666); Add
Paragraph K-Contractor's Standard Commercial Practice for Quality is
acceptable to the government. Add to paragraph: Standard commercial
warranty (NAVSURFWARCENDIV). Provide a copy of the Contractor's
Standard Commercial Warranty with offer. 52.212-2,
Evaluation-Commercial items. Addendum 2 -- Change paragraph (a) as
follows: The government intends to make a single award tothe
responsible contractor whose offer is the most advantageous to the
government considering past performance, price and price-related
factors. During the source selection process, the Government will
assess the offeror's past performance in the evaluation for contract
award. Accordingly, each offeror is required to submit a list of its
three (3) most recent contracts for the same or similar items (include
the names, address, contract numbers, and phone numbers for two points
of contact for each reference). The Contracting Officer may evaluate
the offerors past performance based upon the information furnished by
the offeror, or that is reasonably available. The Contracting Officer,
may use all information that is available, including information not
provided by the offeror, in the past performance evaluation. Offerors
who do not have same or similar past performance information reasonable
available to the Contracting Officer will be rated neither favorable
nor non-favorable. Delete Paragraph b replace with FIRMR clause
201-39.5202-4. Add options may be exercised 1 through 180 days after
contract award date. NOTE (OPTION) -- Option item to which the option
clause in SECTION I applies and which is to be supplied only if and to
the extent said option is exercised. 52.212-3, Offerors
Representations and Certifications-Commercial Items (MUST be completed
and returned with Offer). Additional clauses: 52.212-4, Contract Terms

a one year warranty. Add: The following paragraph is hereby added to
the clause: (t) Contractor Performance Reports. The Government may
evaluate the performance of the contractor awarded the contract
resulting from this solicitation, in accordance with FAR 42.1500. The
following performance rating factors will be utilized: Quality, Cost
Control, Timeliness of Performance, Business Relations, Customer

later than 01 MAY 1998 2:00 pm EST. Specification requirements: Smart
Card shall comply with ISO 7816. 8 Kilobyte 3DES microprocessor card
with card operating system (COS) installed. EMV compliant. T=O
Protocol. PVC material for compatible thermal printing. Three track,
ISO 7810, top mounted Magnetic stripe on back of card, compliant with
American Banking Standard (with left centered chip on face). Magnetic
stripe to be high coercivity (4000 Oersted). Signature Panel on the
back of card with "SIGNATURE" printed above panel. "Property of the
Department of Defense" printed on the bottom of the back of card. Data
Deliverables for this synopsis/solicitation: COS Technical
documentation and user instruction are required in order to incorporate
the COS into the Government Smart Card User Interface (SCUI), if not
